5.8 The City Planner and Community Development Director have reviewed the <br />Comprehensive Land Use Map Amendment sought by Target Corporation and <br />determined that the current land use designation is inappropriate for the existing and <br />contemplated uses. <br />5.9 The Staff have reviewed the redevelopmentproposal by Target Corporation with respect <br />to the Comprehensive Land Use Plan and concluded that the proposed project does or <br />will comply (upon completion) with Chapter 3_ Goals & Policies, subsectionII <br />Community-Wide(General)'B" (General Land Use Goals), "C" General Land Use <br />Policies, and Chapter IV (Commercial Areas) "A" (Commercial Policies). Please see <br />Attachment A. <br />REVIEW of PRELIMINARYPLAT: <br />5.10 City Code Section 1100 (subdivision of land) requires the City to review the Target new <br />land descriptions. <br />5.11 In commercial areas, no specific percentage of lot coverage is required. The Rice Creek <br />Watershed reviews business/industrial properties differently than residences within the <br />City Code. This redevelopmentproject will require an approved storm water <br />managementplan by the Rice Creek Watershed that addresses water run-off rate control <br />and phosphorous removal, among other things. <br />512 The proposal seeks to combine seven existing parcels into two reconfigured lots; one to <br />include the Target store and the other to include a retail/restaurant user. The <br />Development Review Committee has reviewed the site plan and preliminary plat. There <br />is room for an additional, similarly sized, restaurant/retail site be created directly adjacent <br />to the private drive and Pascal Street, or a lot in the center of the parking between the <br />private access road adjacent to Pascal Street and County Road B. However, either <br />proposal would require a modification in the preliminaryplat if supported by Target <br />Corporation. <br />5.13 The Minnesota Department of Transportation (MNDOT), Ramsey County, and the <br />Roseville Public Works Department has studied improvements at County Road B and <br />Snelling Avenue for many years. Recently, MNDOT has programmed funds for 2007 to <br />reconstruct and improve this intersection. However, these improvements will have an <br />impact on access into Har Mar Mall, Midas, the car wash and Target. They include: <br />a. The current full access adjacent the car wash will become strictly a right turn- <br />in/right turn-out access due to a concrete curb island constructed within County <br />Road B to create the necessary left turn lanes (added vehicle stacking). <br />b. An additional north bound lane will be added along the east side of Snelling <br />Avenue from roughly the signal light/Har Mar Mall entrance to the Trunk <br />Highway 36 entrance ramp. <br />PF3591_RCA_091304.doc Page 4 cf 10 <br />
