from long ago because Target and associated buildings to the west have never been a <br />"Shopping Center" as defined in the City Code. <br />5.20 Compatible Zoning District and Use. The City Planner has reviewed the proposal with <br />respect to the existing and surrounding zoning, as well as for an appropriate zoning <br />designation, and concludes that the B-3, General Business District is the most appropriate <br />zoning district given the existing use of the site and those contemplated by the applicant. <br />5.21 The General Business District (B-3) permits single use retail, regardless of size or <br />connection. <br />5.22 Earisting Traffic and Utility Capacity. Staff, working with traffic consultants and <br />Ramsey County, has determined that the site, with modifications as indicated on the <br />attached site plan and within the right-of-way of County Road B, has adequate traffic and <br />utility support capacity for the expanded use. State Farm Road will be eliminatedthrough <br />the VACATION process, but the entry semaphore to Target and Har Mar Mall must be <br />updated for timing and left t� signals. A median will be installed within County Road B <br />to channel the left turns and other improvements made to both County Road B and <br />Snelling Avenue to address movement/capacity issues (see attachment). <br />5.23 Policies. The Community Development Staff relies on the Adopted Comprehensive Plan <br />Land Use Goals and Policies as the City Policy by which to formulate a conclusion on <br />whether the rezoning is in the best interest of the City. This information has been <br />analyzed in the aforementioned Comprehensive Land Use Map Amendment, Section 5.1 <br />to 5.9. <br />VACATION OF CERTAIN PUBLIC EASEMENTS: <br />5.25 Redevelopment of this site requires the elimination or relocation of roads and certain <br />utilities. Target Corporation owns the land and the City simply has a special purpose <br />easement. The proposal seeks the vacation and/or relocation of: <br />a. 10 public roadway easements recorded for what is currently State Farm Road. <br />b. A public pathway easement in the southeast corner of the parcel. <br />c. A public sanitary sewer easement. <br />d. A public watermain easement the runs from County Road B to Commerce Street <br />along the west side of the properiy. <br />5.26 The project proposes a sidewalk along County Road B that will replace the existing <br />sidewalk the length of the development, which design may require a new pathway <br />easement dedication from Target. Also the existing watermain located on the western <br />portion of the properiy will be relocated as a component of the redevelopment proj ect and <br />a new easement dedicated by Target. <br />PF3591_RCA_091304.doc Page 6 of 1D <br />
