5.27 Target is also working with the private property owners to vacate/eliminate and/or <br />relocate certain portions of the existing private access easements along the western <br />portion of the property. This easement currently provides the office building and Perkins <br />with their legal access from County Road B and Commerce Street. <br />5.28 The Development Review Committee has reviewed the PUBLIC EASEMENT <br />VACATION request and concludes that the vacation of 10 roadway easements for State <br />Farm Road and its subsequent elimination; the vacation of the pathway easement in the <br />southeast corner of the State Farm site; the vacation and relocation of the western sanitary <br />sewer and its easement; and the vacation and relocation of the western watermain and its <br />easement, will not adversely impact adjacent and/or contiguous properties. <br />5.29 The Development Review Committee further concludes that the proposed elimination of <br />State Farm Road and a single parking lot access may create a slight inconvenience for <br />employees and patrons of the Department of Education. However, it does not adversely <br />impact the use of the parking lot or the ability to gain public access to County Road B. <br />The parking lot will continue to have one access to Commerce Street, directly across the <br />building it serves, and one access to Pascal Street. <br />5.30 The Development Review Committee supports the relocation of a sanitary sewer and <br />watermain on the western portion of the Target site and the creation of new easements <br />associated with the public utility relocation. The Public Works and Community <br />Development Departments will work with Target Corporation to complete the legal <br />documents necessary for recording with Ramsey County to complete the EASEMENT <br />VACATION process. <br />6.0 OTHER INFORMATION (not a component of approval process): <br />6.1 The proposed Target reconstruction is designed as a stand-alone 182,882 sq. ft. building <br />and the restaurant/retail site is designed as a 7,500 sq. ft. building. The proposed <br />redevelopment of these sites will require Target Corporation and any subsequent <br />developers/land owners (Lot 2) to submit plans to the Community Development <br />Department for review by the Development Review Committee consistent with Section <br />1005, specific to the General Business District and Section 1010, specific to all applicable <br />design standards. <br />6.2 Sanitary sewer and watermain are provided to the Target via Commerce Street and <br />County Road B. However, these utilities must be properly sized and if necessary replaced <br />to accommodate the new multi-use structure. A final utility plan must be submitted for <br />review and approval to the Public Works Departmentthat indicates the location of the <br />properly sized sanitary sewer and water stubs. <br />6.3 The site is generally flat, with the grade change occurring along the west side of the <br />property. The proposed improvements (storm water managementplan/drainage plan) <br />require the review and approval of the Rice Creek Watershed and the Roseville Public <br />Works Department. <br />PF3591_RCA 091304.doc Page 7 of 1D <br />
