6.4 A signage plan for the site and building will be required in order to meet Section 1009 of <br />the Roseville City Code and parking lot lighting and site landscape plan will be required <br />to meet Section 1010 of the City Code. <br />7.0 STAFF RECOMMENDATION: <br />7.1 Based on the information in Section 4 and the findings in Section 5 of this report the <br />Community Development Staff recommends approval of the COMPREHENSIVE <br />LAND USE MAP AMENDMENT, PRELIMINARY PLAT, REZONING, and <br />VACATION of CERTAIN PUBLIC EASEMENTS to allow the redevelopment of the <br />T-1 Target store at 1515 County Road B, subject to the following conditions: <br />A. The dedication of a 50 foot wide right-of-way and construction of a 28 to 32 foot <br />roadway, over the western access into and through the Target site to Commerce <br />Street. Said right-of-way will be required to be wider at County Road B to <br />accommodate the ingress/egress design. The width of roadway and its design to <br />be reviewed and approved by the Public Works Department. Target Corporation <br />shall be responsible for the coat and construction of the roadway. <br />B. The relocation of a water main and sanitary sewer and the necessary replacement <br />easement based on the final site utility plan approved by the Public Works <br />Director. Target Corporation shall be responsible for the cost and relocation <br />construction of the sanitary sewer and water main. <br />C. The provision of a utility and drainage easement around the periphery of each lot <br />as required by the Public Works Director. These easements are typically 5 feet in <br />width, but can be wider depending on location. <br />D. The provision of a sidewalk/trail and an easement for the sidewalk proposed to be <br />replaced adjacent County Road B. <br />8.0 PLANNING COMMISSION ACTION: <br />8.1 On August 4,2004, the Roseville Planning Commission held the public hearing regarding <br />Target Corporation's request. At the hearing a number of the adjacent properiy owner's <br />were present to address the Commission. As well, Commissioners had questions of staff. <br />8.2 John Shaw, Perkins Architect, asked questions regarding the closing of the frontage road <br />and access into the site. The City Planner indicated that the new access road east of <br />Perkins is being requested by the City to be a public street not a private access and that <br />the existing Snelling Avenue frontage road would be closed in 2007 or earlier. The City <br />Engineer stated that the City, County and State have been discussing improvements to the <br />intersection of County Road B and Snelling Avenue for about two years and that it is <br />anticipated that those improvements (still to be finalized) will occur in 2007. <br />PF3591_RCA_091304.doc Page 8 of 10 <br />
