8.3 Tim Engle asked when the final plan for the Target redevelopment will be available for <br />public review and comment. The City Planner stated that the process that has been <br />requested is one that does not require site plan review and approval by the Planning <br />Commission and City Council. The City Planner that it is anticipated that the site plan <br />would be revised to meet conditions placed on the preliminary plat and submitted to Staff <br />for review and approval after the City Council approved the requested action. The City <br />Planner also indicated that citizens could contact the Community Development <br />Department if the were interested in receiving a copy of the latest submitted site plan. <br />8.4 David and Judy Lebedoff, property owner of the Perkins Properiy addressed the <br />Commission regarding easement vacation and access. Mr. Lebedoff asked for clarity on <br />what easements were being supported for vacation. The City Planner responded that only <br />the public easements were being recommended for vacation and that Target would need <br />to resolve the private easement vacation/elimination/relocation with individual properiy <br />owners. Judy Lebedoff asked the City to clarify the road improvement to Snelling and <br />County Road B and could the frontage road receive direct access to Snelling Avenue. <br />The City Engineer stated that County Road B would be improved to include a full median <br />from State Farm Road to Snelling Avenue, additional depth to left turn lanes, dedicated <br />right turn lane from County Road B to Snelling Avenue and improved signals at Snelling <br />Avenue and State Farm Road. The City Engineer added that Snelling Avenue would be <br />improved with an additional lane from the signalized access to Har Mar, north to the off <br />ramp to Highway 36. The City Engineer also indicated that direct access would not occur <br />because the State controls access to Snelling Avenue and there is insufficient distance <br />between the signal and the off ramp. <br />8.5 Tam McGehee (and Commissioner Pust) stated that the site plan should include <br />sidewalks or paths for pedestrians throughout the redevelopment from Commerce Street <br />to County Road B along County Road B, and from west to east as an internal system. <br />8.6 Jim Frank asked whether shared parking could be used in the redevelopment plan. The <br />City Planner indicated that shared parking is allowed by the City Code and that Staff <br />supports the use of such parl�ng in mixed commercial developments such as the Target <br />proposal. <br />8.7 Tim Engel indicated his concern over increased traffic, especially on Burke and Pascal, <br />and asked whether Pascal could become a one way. The City Engineer indicated that <br />such a request would need to be petitioned by property owners to the Safety Committee, <br />where by a review and determination would be made. <br />8.8 The Planning Commission voted (6-0) to recommend approval of the <br />COMPREHENSIVE LAND USE MAP AMENDMENT, PRELIMINARY PLAT, <br />REZONING, AND VACATION OF CERTAIN PUBLIC EASEMENTS, based on the <br />comments and findings in Section 5 of the project report dated August 4,2004 and <br />subject to the 4 conditions in the project report. <br />PF3591_RCA_09]��4,�� Page 9 of 10 <br />
