All the projects have been completed in accordance with the plans and specifications and there <br />are no maj or problems with construction according to our final review. <br />Policy objectives: The assessments have been calculated in accordance with City assessment <br />policy. <br />Financial Implications: These projects have been financed using a combination of special <br />assessments, utility funds, and street infrastructure funds. Financing for the individualprojects is <br />consistent with past City policy and practice. Attached for Council review are summary sheets <br />for the entire assessment program and individualprojects. Projects are listed by project number <br />and include a summary of construction costs, assessable units, and total proposed assessment <br />rates and outside funding. <br />Schedule: The followingis aproposed schedule for 2004 assessments: <br />September 13 Council conducts assessment hearings and continues final adoption <br />until September 27,2004 <br />September 27 Council adopts assessment rolls for 2003 constructionprojects <br />Sept. 28-Oct. 27 Assessmentpre-paymentperiod at Roseville City Hall <br />November 2 Certification of final assessment rolls to Ramsey County <br />Staff recommendation: Staff recommends that final adoption of the assessment rolls be <br />continued to the September 27,2004 City Council meeting to allow stafftime to research <br />questions and objections raised at the initial hearing. <br />RECOMMENDED COUNCIL ACTION <br />Motion continuing assessment hearing to September 27,2004 for all assessment rolls. <br />Prepared by: Debra Bloom <br />
