4.0 BACKGROUND: <br />4.1 On June 16,2003, the Roseville City Council approved the ApplewoodPointe project, a <br />13.7 acre mixed residential project including a neighborhoodpark and pond overlook, 7 <br />single family homes,l8 row town homes, a 96 unit senior cooperative, and the <br />development of Outlot B as up to 18 additional row town homes or a 3 story, 36 unit <br />condominium. <br />4.2 The Outlot B development was approved with the requirement of a future public hearing <br />before the Planning Commission to review the proposed project and determine its <br />consistency with the approved Planned Unit Development Agreement. <br />4.3 The proposal by United Properties seeks approval of a row town home development <br />consisting of 3 structures totaling 17 units. Specifically, the proposal includes a 3 unit <br />row town home structure located directly south of the existing southern most 6 unit row <br />home structure along Arona Street; a 7 unit row town home in the southwestern most <br />comer of Outlot B, and a 7 unit row town home structure in the southeastern most corner <br />of Outlot B overlooking the pond and adjacent the public trail. <br />4.4 The Applewood Pointe project including row town homes and the senior cooperative lies <br />to the north of the subj ect parcel; located to the west are the Coventry Apartments and <br />Townhomes and a multi-tenant office building; located to the southwest is Cattle <br />Company and Fuddrucker's; located to the south is the JLT office building; and located to <br />the east is the public Applewood pond and overlook. <br />5.0 PROJECT SPECIFICS: <br />51 The three proposed town home structures must connect to Roseville water for all water <br />services. As well, this developmentmust loop the water main which will greatly improve <br />the distribution system's reliability and fire flow to the town homes within this section of <br />Applewood Pointe. The water line must be looped from the existing water line just inside <br />Outlot B south of the Arona Street Terrace Drive intersection, through the proj ect, then <br />out to the main line again. <br />5.2 The proposed town homes must also connect to Roseville sanitary sewer services. The <br />proposal indicates an extension of the existing sewer line from its current location just <br />south of Terrace Drive to just south of the last town home. Lateral extensions to serve <br />each unit will be extended from the main line. A sanitary sewer plan has been designed <br />to serve these structures. This plan must be reviewed and approved by the Public Works <br />Department. <br />53 Utilities, such as electricity, cable, telephone, and natural gas, will be designed and <br />coordinated through the Public Works Departmentto be underground, and utilize a joint <br />trenching system where applicable. Further, all transformers must be identified on a plan, <br />prior to final approval, so that adjustments to proposed locations can be evaluated in <br />order to eliminate possible unsightly or unsafe locations. <br />PF3602_RCA 102504.doc Page 2 cf 2 <br />
