5.4 Storm water from the proposed site will be handled by catch basins within the site and <br />directed through pipes to the recently expanded and improved regional storm water <br />management pond. <br />REVIEW OF PRELIMINARY & FINAL PLAT: <br />�. � The proposed plat seeks to create 17 town home lots (Lots 1-17, Block l, Applewood <br />Pointe of Arona 3" Addition) and 1 common area lot (Lot 18, Block l, Applewood <br />Pointe of Arona �'� Addition), that replace the current Outlot B. Staff has reviewed this <br />configuration of the town home lots and the common lot and concludes that the design <br />and configuration it is accentable and consistent with the previously approved town <br />home lots. However, there are a few items that will need to be addressed on the Final <br />Plat ar�dlor included as a separate document, prior to City signatures and recording at <br />Ramsey County. <br />�.� Specifically, all subdivision plats require a 10 foot wide minimum utility and drainage <br />easement around the periphery of the lot boundary where no existing easements have <br />been established. In the case of the proposed plat, Lot 18 has been identified as being a <br />utility and drainage easement, but will only be 7 feet wide adjacent to Lots 1, 2, and a <br />portion of Lot 3 in the northern most section of the lot, which lies adjacent to the Arona- <br />Terrace intersection. Lot 18 will also be the "Common Area" of the home owners <br />association. <br />�.? The City currently has a force main that pumps water from the Applewood Pond to an <br />existing storm pipe west of the Arona site. The preliminary and final plat do not <br />acknowledge this 10 foot wide easement. The Final Plat must include the exact location <br />of the City's utility and drainage easement. <br />�.$ The previously approved Planned Unit Development Agreement for the Arona <br />development required the creation of an easement for the trail. To the City's knowledge <br />this trail easement has not been created where the trail was built nor was it recorded with <br />Ramsey County. Prior to placing City signatures on the recordable version of the Final <br />Plat, United Propertied will have to submit the trail easement to the Public Works <br />Department for review, approval, and recording with the plat. <br />�.5� A 10 foot wide utility and drainage easement must be created over the water line that will <br />be extended from the north property line south to an area adj acent to Lot 10, Block l, <br />Applewood Pointe of Arona 3" Addition. <br />REVIEW OF EASEMENT VACATION: <br />5.10 The original plat of Applewood Pointe of Arona dedicated a utility and drainage easement <br />over all of Lot 19. The proposal, which includes the southern 19 feet of Lot 19, would <br />need to be vacated in order to allow the town home lot to be created and a structure to be <br />constructed in that area. <br />PF3602_RCA_102504.doc Page 3 of3 <br />
