5.19 The eastern 7 unit building will be a rambler structure (with lower level lookout <br />windows) with an at grade entry from the front or garage side of the structure. The rear of <br />the structure will face east and do not indicate an entry door. Decks are tucked into the <br />structure to minimize impacts. The structure has an average height of 15 feet from grade <br />(main level) to the midpoint of the roof. <br />5.20 Outlot B has a zoning of R-3, General Residence District for multiple family housing. <br />The Community Development Department has concluded that the proposed use on <br />the parcel,l7 row town homes, is a use consistentwith the R-3 zone. <br />OTHER IMPROVEMENTS/STAFF COMMENTS: <br />�_� l �he existing sidewalk will be extended from its current location (south end of third <br />structure) to the south to the end of the last town home unit. This design/improvement is <br />consistent with the approval given by the City Council on June 16,2003 and consistent <br />with the Arona-Hamline Neighborhood Master Plan and the need for neighborhood <br />pedestrian access improvements. <br />5.�� Extensive landscaping for each of the project areas is proposed and includes a variety of <br />trees, shrubs, and perennials. The landscaping is consistent with the overall landscape <br />master plan. With the trail and overlook improvements complete, the proposed <br />landscaping will to complement previously installed landscaping around the pond <br />overlook, the trail, and the existing row homes and senior cooperative to the north. <br />5.�.a The parcel will also require final grading. The proposed plan indicates that a retaining <br />wall will be built along the southern boundary. However, the City has a storm water <br />force main in this same location, which will require the retaining wall to be relocated <br />outside the public easement. Relocating the retaining wall may require slight changes to <br />lot lines, private drive, and/or town home structures. Staff is working with United <br />Properties on the final design and location of these items. <br />5_�� The grading plan also indicates the over-land drainage will cross the trail in a number of <br />locations. The Development Review Committee is concerned and recommends that this <br />grading design be modified to include two locations where drainage pipes can be installed <br />under the trail to disburse water drainage and eliminate safety concerns with ice build-up <br />on the trail. <br />�,� � The walkout town homes will be constructed from 11 feet to 17 feet from the existing <br />traiL The Development Review Committee recommends the developer install a <br />decorative fence (wrought iron or other) and landscaping between the structure and trail <br />to minimize residential intrusion from those pedestrians using the trail. <br />�.� i� The utility plan indicates that the existing 8 inch water line will be reduced to a 6 inch <br />line and it is extended from its current location to the south terminus of Lot 10.
