6.0 POLICY (Comprehensive Plan Consistency) & FISCAL IMPLICATIONS: <br />6.1 The City Council approved the Arona-HamlineNeighborhood Master Plan in March <br />2002 as a supplement to the Comprehensive Plan in which the following vision statement <br />and planning principles are a guide in the development of the area. <br />The A�ona-Hamline Neighbo�hood Maste� Plan (the Plan) seeks to c�eate a <br />unique livable community that blends housing, comme�cial and public open space <br />with quality design, imp�oved ci�culation and public gathe�ing spaces. It is the <br />vision of the Plan to "Connect, Balance, and Renew the Neighborhoodfor the <br />Betterment of the People in the Neighborhood and the City of Roseville". <br />The Plan seeks to c�eate new housing opportunities that will enhance and blend <br />with the existing �esidential neighbo�hood, encou�age neighbo�hood investment <br />andp�ide, and enhance the quality of life th�oughout the a�ea. <br />The Plan seeks to provide sufficientpublic and private open space areas <br />th�oughout the neighbo�hood that a�e essential elements of community life and <br />"sense of place " and to provide public connections th�ough st�eets and <br />pedest�ian t�ails within the neighbo�hood. <br />6.3 The Master Plan included several important objectives regarding this specific <br />development. They include: <br />Any new development must preserve and enhance the wetland to improve its <br />terrain and aesthetic appeal for the overall enj oyment of the community and <br />continue to serve as an integral environmental resource <br />For-sale town homes are recommended for the south side of the site closer to the <br />wetland and a small open space area. Single or multi-level townhomes would <br />attract young professionals or empty nesters having no interest in yard <br />maintenance. Such townhomes are considered an "affordable" purchase or rental <br />alternative to single-familyhomes and can also serve as a first-time home <br />purchase option <br />7.0 PROJECT IMPACTS: <br />71 Traffic has previously (Phase 1) been reviewed by the City's traffic and parking <br />consultant Glen Van Wormer (SEI� and is estimated in the Arona-Hamline Master Plan. <br />Generally, the proposed traffic generated from the proposed proj ect { 17 units) will not be <br />excessive. Staff estimates that, for the 17 units project, the AM Peak Hour will <br />approximately generate 25 trips, of which 12 trips will use Arona Street and 13 will use <br />Terrace Drive.
