3.0 RECOMMENDED ACTIONS (bv motionsl: <br />3.1 Approve of an Amendment to the Master Site Plan to allow for the Rofflund site <br />plan. <br />3.2 Approve of the Preliminary Plat and Subdivision creating public roads and parks, <br />trails, pand improvements, and buildable lots far the retail, office, and townhome areas. <br />33 Approve and Ordinance Rezoning the Twin Lakes Phase 1 parcels to a PUD with an <br />underlying zoning of B-6, with conditions. Zoning change effective only after all <br />approvals and laald sale l�ave been completed <br />3.4 Approve, with conditions, Twin Lakes — Rottlund Properties General Concept and Site <br />Plan for PUD. <br />3.5 Affirm that the Twin Lakes AUAR thresholds are not exceeded by the Rottlund Pl�ase 1 <br />ProposaL <br />Note: A preview of future actions needed if the Council approves the action recommended <br />above include: <br />l. Rottlund must prepare for City Council consideration: a final site plan; development <br />� <br />plan; PUD documents, requirements, and specifications; right-of-way vacations � <br />(hearings by the Planning Commission); and a Subdivision and Public Improvement <br />Construction Plan and Agreement. <br />2. Rottlund must demonstrate by 12/31/04 how it is complying with the requirements of <br />the existing Contract for Exclusive Negotiations. <br />3. City Council and Rottlund must agree to a terms sheet as a basis for negotiating a <br />Redevelopment Agreement (expected to be completed before December 31,2004 by <br />staffl. <br />4. After a separate set of notices and hearings, Rottlund must seek and City Council must <br />approve a Tax Increment Financing District and a Hazardous Substances Sub District. <br />5.
