He explained the process for the hearing. <br />The answers to questions from October 6th were addressed first. <br />Dennis Welsch explained the park dedication and review by the Park Commission to take <br />place in November and/or December. <br />Thomas Paschke explained the setbacks from parks (no different than other property <br />setbacks) and specific setbacks within a B-6 zoning districts. He reviewed R-3 and R-3A <br />zoning district setback requirements. He also discussed R-6 (Townhome) zoning <br />setbacks. <br />Chair Mulder asked if the Planning Commission could recommend other setbacks by <br />using PUD requirements (yes). <br />�� Thomas Paschke explained the PUD agreement and control. He explained the Shoreland <br />t� District requirements and the Twin Lakes shoreland management area of 300 feet. The <br />��' minimum required structure setback is 75 feet &om the ordinary high water level <br />?� (OHWL). Chair Mulder <br />explained that the underlying zone is B-6, in which an office building could be built. <br />Michael Noonan explained the proposed green corridors through the site. Adam <br />Arvidson explained the "green layer" and corridors within the parking lots, including a <br />10-foot landscaped median with a five foot sidewalk as well as cross walks between <br />islands. He showed section drawings of the landscaped medians and infiltration basins <br />with natural water loving vegetation. Photos were shown of projects with such <br />improvements. <br />Joe Samuel, RLK Engineer working with the Master Developer, explained the shoreland <br />ordinance impact on the lake edge (OHWL). He explained the shoreland impact zone <br />and shoreland management boundary of 300 feet. He noted that the east and west sides <br />of the proposed master plan may be closer than 300 feet, and roadways may have <br />setbacks closer to the lake than 300 feet. Both of these may be subject to the MnDNR <br />Shoreland Management Regulations. <br />Page 3 of 12 <br />
