Consider Resolution Approving the Submission of a State <br />Department of Employment and Economic Development <br />(DEED) Contamination Investigation and Response Action <br />Plan Grant for Twin Lakes Redevelopment Area Relating to <br />Groundwater Contamination <br />Economic Development Director Cathy Bennett reviewed <br />background information on this request and previous receipt of <br />$150,000 from the U.S. Environmental Protection Agency (EPA) <br />in 2001 to conduct a groundwater study of the Twin lakes <br />redevelopment area. Ms. Bennett noted that while those funds <br />have been depleted, in the Ml'CA review of the report, <br />recommends additional information and testing where 2 wells are <br />showing areas with excess contamination, one in the Phase I <br />development area, and one in the Phase II development area. <br />Ms. Bennett noted that the application for additional funds would <br />serve in preparation of a proposed work plan and additional soil <br />borings, along with testing of deep groundwater in <br />areas outside existing monitoring well areas, proposed in five <br />different locations. <br />Ms. Bennett further noted the need to receive property owner <br />approval for additional investigations; and a twenty-five percent <br />(25%) local match, with potential for reimbursement by <br />developers. <br />Discussion ensued regarding the MPCA's findings to-date; the <br />Resolution 10255 <br />Submission of a <br />(DEED) <br />Contamination <br />Investigation and <br />Response Action <br />Plan Grant for <br />Twin Lakes <br />Redevelopment <br />
