Parking lot noise has not <br />been addressed — could the club staff or off duty Roseville police monitor the <br />parties, especially late night. The Planning Commission should preclude further <br />eastward development toward the neighborhood. <br />Ed Sucoff, Midland Hills Road, noted that the building is large (160 feet north to <br />south). He compared buildings with this building. It is too large for a suburban <br />site. He recommended: 1) No access from Midland Hills or Rosewood Lane. 2) <br />The final landscape plan should be approved by the Council. 3) The final lighting <br />plan should be approved by the Council. 4) Noise outside the building should be <br />contained. The developer should submit a noise impact statement and an <br />abatement plan (as per Code, Section 405) for the patios and the parking lot. 5) <br />There is no grading landscaping lighting and future development plan. There is <br />uncertainty about the ultimate use. <br />He asked that the City postpone consideration until all plans are submitted. <br />The landscaping and the activity stop at the properiy line not the building. <br />Erli Chan, who lives at Rosewood and Midland Hills Drive, expressed concern <br />with the visual and noise screening buffers from his house (house closest to the <br />patio). He expressed concern with 10% administration amendment toward his <br />properry (to the east). <br />Ward Shendell provided a list of items that the Planning Commission had <br />previously discussed. <br />There being no further public comment, Chair Klausing closed the hearing. <br />Chair Klausing explained the conditions that must be met to approve the CUP. <br />He expressed concern about conditions placed on future proposals. He listed the <br />concerns from neighbors as well as his concerns. <br />1�Totion: Member Mulder moved, seconded by Member Klausing to approve the <br />request by Midland Hills Country Club for a conditional use permit as submitted <br />in the plans dated February 4 and February 9, 2000, and subject to the findings <br />and conditions outlined in the staff report of February 9, 2000, as follows: <br />l. The project as proposed meet the criteria required listed in Section 10 13 .0 1 D of the Roseville <br />Zoning Ordinance. The proposed project is a permitted conditional use as stipulated in Section <br />1004.02 C of the Rl, Single Family Residential District requirements and is consistent with the <br />Roseville Comprehensive Plan. <br />2. Over the course of the past two months, staff has reviewed four specific site plans for the <br />proposed clubhouse and site modifications. The development plan set, dated by the City as <br />February 4, 2000, is considered the Master Concept Plan.
