2.18 The existing large spruce trees adjacent the pro shop entry and the north central <br />parking lot will be preserved. <br />2.19 Other landscaping will include shrubs and perennials to accent the property. <br />Conditional Use Permit Requirements 8i Finding <br />2.20 Section 1013.O1.D of the Roseville Zoning Ordinance lists the criteria reviewed <br />when considering the issuance of a conditional use permit. The criteria are as <br />follows: <br />• Impact of parking. <br />• Impact on parks, streets, and other public facilities. <br />• Compatibility of site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />• Impact of the use on the market value of contiguous properties. <br />• Impact on the general public health, safety, and welfare. <br />• Compatibility with the City's Comprehensive Plan. <br />2.21 Staff has reviewed the development proposal with regard to the criteria in <br />Section 1013.O1.D of the Roseville Zoning Ordinance and concludes the proposal <br />meets these criteria. Specifically, the parking lot for the new clubhouse will be <br />refined within the limits of the exis�tin , parking lot, providing more green area <br />and improved traffic circulation. The proposal will have no impact on parks and <br />public facilities. The site and detailed design of the clubhouse is compatible with <br />the residential character neighborhood. The east facing elevation is 32 feet tall at <br />the roof peak and has a length of 60 feet. To reduce the east facing architectural <br />mass, the special function room (eastern most room) includes four jogs in the <br />structure for a total width of 120 feet at its entry. New landscaping will reduce <br />the impact of the vehicle traffic, person, and building noise. All mechanical units <br />are located on the roof behind screen, six (6) feet in height. From staff's <br />experience and perspective, the project will not reduce property values and will <br />not impact the health, safety and general welfare of Roseville residents. The <br />proposal is compatible with the City Comprehensive Plan. <br />Noise Control <br />2.22 One of the main concerns the adjacent residents have with the proposal is noise <br />from members/guests and vehicles, and from events in the special function room <br />and the patio areas. The City has reviewed the development plan and the <br />proximity of the new clubhouse to the adjacent residential properties.
