Temporary Facilities <br />2.28 Because Midland Hills Country Club will be without a clubhouse for <br />approximately one year, they will be installing temporary locker, lounge, and <br />foodfacilities. <br />2.29 Two trailers (14 feet by 60 feet and 22 feet by 44 feet) and a tent (40 feet by 50 <br />feet) are proposed on the eastern side of the parking lot. These temporary <br />facilities have been proposed in this spot due to the close proximity to city water <br />and sanitary sewer lines, and proximity to parking and the first tee, without <br />being in the construction zone. <br />2.30 The eastern area is relatively flat and does not require much preparation work. <br />The location also affords better connection to city services than other locations on <br />thesite. <br />3.0 STAFF FINDINGS 8t CONDITIONS <br />3.1 Findings: The project, as proposed, meets the criteria required listed in Section <br />1013.01D of the Roseville Zoning Ordinance, and as analyzed in Section 2.21 of <br />this report. The proposed project is a permitted conditional use as stipulated in <br />Section 1004.02 C of the R1, Single Family Residential District requirements and <br />is consistent with the Roseville Comprehensive Plan. <br />32 Conditions: Over the past four months, staff has reviewed a number of site plans <br />for the proposed clubhouse and site modifications. On February 22, 2000, and on <br />March 6, 2000, the city received completed plan sets. This set of development <br />plans is considered the Master Concept Plan. All reviews and conditions <br />specified below are based upon these plans. <br />3.3 Staff has determined the setbacks for the proposed improvements meet or exceed <br />the Ordinance requirements for structure and parking lot locations. Though <br />there are no specific standards for setbacks other than the 50 foot minimum <br />requirement, staff uses the business structure and parking standards. In the case <br />of the proposed structure, the 150 foot setback from property line exceeds the <br />requirement of 30 feet for business structure proposed adjacent residential <br />property. <br />3.4 The parking lot setback of approximately 135 feet from the nearest residential <br />property line exceeds the 10 foot business parking lot setback requirement. The <br />site also provides a landscape buffer greater than the 10 foot buffer strip required <br />for business development adjacent residential districts. <br />3.5 All trash and recycling containers shall be fully enclosed per Section 1010.11 D of <br />the Roseville Zoning Ordinance. <br />PF3 178 — RCA (03 1300) Page 6 of 10 <br />
