5.0 PUBLICHEARING COMMENTS <br />5,1 On February 9, 2000, the Roseville Planning Commission held the public hearing <br />regarding the Midland Hills request. At the hearing> a number of adjacent <br />residents addressed the Commission regarding the proposed redevelopment <br />project. Most of the residents spoke regarding concern regarding potential <br />impact the new clubhouse would have on their homes and the neighborhood. <br />5.2 Mr. Glen Morey had concerns with the 10% expansion threshold (since <br />eliminated) and that there was not a final landscape and grading plan. Staff <br />responded by indicating the code allows the 10% change administratively> but <br />the Commission could stipulate a different requirement in the CUP. Staff also <br />indicated the landscape and grading plan were working documents> continually <br />being revised to address resident and staff comments/concerns. <br />5,3 Mr. David Mueller questioned the notification process and indicated a sign <br />directing members and guests to the Club should be located on Cleveland <br />Avenue. <br />5.4 Ms. Cathy Croughan asked about storm water piping and potential for removal <br />of existing vegetative cover and that the berm be extended south and include <br />additional conifer trees to further screen her from the parking lot and building. <br />5, 5 Mr. Joe Olsen indicated a concern with the proposed structure not being <br />compatible with the adjacent residential properties. He also expressed a concern <br />over the banquet room> its location> additional activity> and additional noise due <br />to the location being closer to the adjacent residential properties. Mr. Olsen also <br />expressed interest in a condition restricting the use of outdoor audio systems. <br />5.6 Mr. Ed Sucoff expressed concern with the size of the structure and indicated he <br />felt it was too large for a suburban site. He proposed conditions be placed on the <br />project that required the landscape and parking lot lighting plans be approved <br />by the City Council; that no access be allowed to Midland Hills Road or <br />Rosewood Lane; that a noise impact study should be completed and an <br />abatement plan created for the parking lot and patio areas; and that the <br />Commission postpone consideration until final plans are complete. <br />5.7 Mr. Erli Chan expressed concern over the structure location> the buffer> and the <br />administrative approval of a 10% change. <br />6.0 PLANNING COMMISSION ACTION <br />6,1 On February 9, 2000, the Roseville Planning Commission held the public hearing <br />regarding the Midland Hills request.
