Vehicle Access 8i Parking <br />2.8 The main access to Midland Hills Country Club is provided from Full-tam Street <br />with secondary ingress and egress being provided via Lake Street. The revised <br />vehicle routing and parking lot layout has vehicles entering the site from Fulham <br />Street and choosing to either turn right, traveling towards the special functions <br />room/main entry, or take a slight turn left, traveling north toward the pro shop. <br />The design minimizes vehicle lights from casting out toward the residential <br />neighborhood and provides better vehicle circulation for golfers and social <br />members. <br />2.9 The revised parking lot layout proposed 278 off-street parking stalls, including <br />handicapped stalls. The modifications include travel lane and parking changes <br />near the entry to the clubhouse and numerous landscaped islands. The parking <br />lot will include concrete curb and gutter and a catch basin drainage system to <br />regulate and control storm water run-off. <br />2.10 The travel lane adjacent to the clubhouse has been widened to accommodate fire <br />access and provide delivery vehicles the opportunity to park and unload goods, <br />while allowing other vehicles enough room to continue past to either the main <br />entry, the pro shop or loop to the parking lot. <br />Grading 8z Landscaping <br />2.11 Previously, the City received a preliminary grading and drainage plan for its <br />review and approval. Due to modifications stemming from the neighborhood <br />meeting, the revised grading plan was not be available until the evening of the <br />Planning Commission meeting. However, the landscape plan has been modified <br />to include the general storm water management and grading plans for the site. <br />2.12 The revised plan still includes the removal of approximately 10 vertical feet of <br />the hill that currently occupies the existing vehicle drop-off loop. The parking lot <br />has been slightly redesigned to meet the City requirements for storm water <br />management. This requirement involves the design of a plan that has no storm <br />water draining off the Country Club property. Concrete curb and gutters, as <br />well as catch basins in the parking lot are required to channel and manage storm <br />water into either the current City system along Lake Street or a pond designed to <br />handle 100 year storm event (for increased impervious area only). Roof gutters <br />at specific locations and a flat roof internal storm drain system will direct roof <br />drainage out into the grass areas of the golf course. <br />2.13 The City Engineering staff is reviewing the increase in impervious area and the <br />technique for storm water management. <br />PF3 178 — RCA (032700) Page 3 of 11 <br />
