public facilities. The site and detailed design of the clubhouse is compatible with
the residential character neighborhood. The east facing elevation is 32 feet tall at
the roof peak and has a length of 60 feet. To reduce the east facing architectural
mass, the special function room (eastern most room) includes four jogs in the
structure for a total width of 120 feet at its entry. New landscaping will reduce
the impact of the vehicle traffic, person, and building noise. All mechanical units
are located on the roof behind screen, six (6) feet in height. From staff's
experience and perspective, the project will not reduce property values and will
not impact the health, safety and general welfare of Roseville residents. The
proposal is compatible with the City Comprehensive Plan.
Noise Control
2.22 One of the main concerns the adjacent residents have with the proposal is noise
from members/guests and vehicles, and from events in the special function room
and the patio areas. The City has reviewed the development plan and the
proximity of the new clubhouse to the adjacent residential properties. The
proposed clubhouse is situated approximately 150 feet from the Midland Hills
property line, 210 feet from adjacent residential property lines, and
approximately 280 feet from the nearest residential home. The new clubhouse
will be constructed utilizing current construction standards, fixed windows, and
mechanical unite will be completely screened to a point six 96) feet in height.
Landscaping will buffer and screen the site from homes on the northeast, east,
and southeast. Given these improvements, staff has determined the new
clubhouse and associated site modifications will greatly reduce noise year round
from that of the existing structure and site.
2.23 Section 405 (Noise Control) regulates noise from many different sources. The
Minnesota noise standard is set at 50 dBA (decibel level for more than 50% of
time) in evening and a standard the City enforces at the property line.
Occasionally, properties in Roseville will experience levels that exceed this
standard. Some may continue for long duration while others will not. In both
cases, the City relies on adjacent property owners to notify the City Police
Department of a potential violation in to Section 405.02 D, F, G, or J of the City
Code. Because of the building materials used in construction of the new
clubhouse, buffering by berms and landscaping, and the distance from Midland
Hills Road, the staff has concluded the noise generated from the clubhouse will
fall within the acceptable limits of the State.
Parking Lot Lighting
2.24 The City Code requires the project to provide a site lighting plan (not available in
time for specific comment) meeting the requirements of Section 1010.12 of the
Roseville Zoning Ordinance. Specifically lighting shall include a downcast cutoff
type of lamp with a maximum of a half (M) of a foot-candle at the property line.
The code does not specifically regulate pole height. The staff has suggested use
PF3 178 — RCA (032700) Page 5 of 11
