3.3 Staff has determined the setbacks for the proposed improvements meet or exceed <br />the Ordinance requirements for structure and parking lot locations. Though <br />there are no specific standards for setbacks other than the 50 foot minimum <br />requirement, staff uses the business structure and parking standards. In the case <br />of the proposed structure, the 150 foot setback from property line exceeds the <br />requirement of 30 feet for business structure proposed adjacent residential <br />property. <br />3.4 The parking lot setback of approximately 135 feet from the nearest residential <br />property line exceeds the 10 foot business parking lot setback requirement. The <br />site also provides a landscape buffer greater than the 10 foot buffer strip required <br />for business development adjacent residential districts. <br />3.5 All trash and recycling containers shall be fully enclosed per Section 1010.11 D of <br />the Roseville Zoning Ordinance. <br />3.6 The basement area of the proposed clubhouse shall only be used for auxiliary <br />office operation, storage and golf cart storage. Any future change in the use of <br />the basement area to something other than indicated above may require an <br />amendment to the CUP. <br />3.7 The submitted landscape plan, dated March 6, 2000, proposes trees, shrubs, and <br />perennials in excess of the requirements contained in the City Code. The <br />proposed landscape plan also provides greater screening to address <br />neighborhood concerns. <br />3.8 The submitted grading, utility, and drainage plans, dated February 22, 2000 have <br />been reviewed by the city. The City Engineer still needs to confirm the <br />impervious area and storm water calculations to determine the necessity of a <br />pond or other measures necessary to control the volume and treatment of storm <br />water. <br />3.9 The Business District requirement for structure height is three (3) stories. The <br />staff has determined the height of the proposed structure shall not exceed two (2) <br />stories or 32 feet as measured from the midpoint of the roof peak. <br />3.10 The submitted site lighting plan, dated March 6, 2000, has been reviewed by staff <br />and has been found to conform to Section 1010.12 of the Roseville Zoning <br />Ordinance. Specifically the plan indicates lights eight feet in height located on <br />the outside of the drive land, shining inward toward the parking lot. The <br />requirement of no more than a� foot-candle is proposed to be achieved a point <br />approximately 15 feet from parking or drive lane areas. <br />3.11 Staff has determined the 278 off-street parking spaces indicated on the site plan <br />to be adequate for the site.
