1`� Request for Council Action Date: 06-1 2-00 Item Number: F_2 Department Approval Manager Approval Agenda Section �� \�L� Reports/Recommendations Item Description: Joint Powers Agreement foi Automatic Mutual Aid. Background: In an effort to improve the staffing levels on the scenes of working fires incidents (i.e. incidents where there is actually fire upon the arrival of the fire department),a and thus improve the overall safety to firefighters and residents, the Fire Chief would like to approach neighboring departments to establish mutually beneficial joint response districts. In these districts, each community's fire department would receive automatic aid from neighboring communities on working fires. This will improve the overall safety and staffing during labor-intensive fire and rescue emergencies. Policy Implications: Roseville and neighboring communities who choose to participate in automatic aid would execute a Joint Powers Agreement that specifies the geographic boundaries of the response districts. Each community who participates in automatic aid would benefit from giving and receiving aid. Financial: There will be a financial impact as the Roseville Fire Department is called to provide automatic aid to neighboring communities (which we currently do not do). This would entail an estimated 50 additional responses per year with an estimated financial impact of $30,000. The additional personnel costs will be funded from the existing fvefighting personnel budget. Since this is a new venture for the Roseville Fire Department, the actual cost, as well as the actual benefits derived will not be known immediately. We will monitor the cost and benefits of the program. Should the program be successful, we may require additional funding for the program. Staff Recommendation: Staff recommendation is for council to authorize and encourage Joint Powers Agre�r�'�ents with neighboring communities for the purpose of providing, and receiving, automatic aid for fire and rescue emergencies and to see this as a cost effective way to improve the safety of firefighters and citizens.. Council A-tion Requested: Motion to authorize the City Manager and Fire Chief to negotiate Joint Powars Agreements with neighboring communities for the purpose of providing, and receiving, automatic aid for emergencies.
