City Legislative Program Policy <br />PURPOSE <br />Because cities are a creation of the state, municipal rights and responsibilities are very often legislatively <br />amended, changed or eliminated. It is the intent of the City Council of the City of Roseville to approach <br />such issues in a manner which makes it very clear to all parties, what the position is of the Cit7 and how <br />staff has been directed to respond to the proposals. <br />SCOPE <br />The scope of this policy is to include not only ad hoc issues, which may arise at the 1 1�' hour of a <br />legislative, congressional or county session, but also issues which have been brought forth by groups <br />representing cities such as the National League of Cities, League of Minnesota Cities, the Legislative <br />Municipal Commission, and the Association of Metropolitan Cities. <br />POLICY <br />It is the policy of the City of Roseville to make clear to the taxpayers of Roseville and the community at- <br />large what the position of the City Council is regarding legislative issues at County, State and National <br />level. <br />IMPLEMENTATION <br />The City Council of the City of Roseville will meet at least once annually, in an open work session or in an <br />official meeting, to discuss any pending or proposed legislative issues which may be at either the County, <br />State, or National Level. The intent of the annual session is to outline the Council's official position of <br />such issues and to instruct staff in their related work. <br />In addition, the Council may meet at other times as may be required to respond to legislative or county <br />issues which arise on a non-scheduled basis. <br />
