Ethical Demeanor and Behavior Poli <br />PURPOSE <br />The City has long recognized the importance of ethical behavior of both the City Council and Staff The <br />City of Roseville was among the early communities to have established an Ethics Ordinance and Ethics <br />Commission. The intent of this policy is to make clear to the Community that ethical and professional <br />demeanor and behavior toward the public and staff is the standard of operation for the conduct of all City <br />Council meetings. <br />SCOPE <br />Staff often reports and makes recommendations to the Council, which have implications for the <br />Community. Those issues and concerns are expected to generate constructive and guiding discussion. It is <br />important that the general atmosphere of the public meetings be one which is free of intimidation, <br />recriminations and personal attacks. <br />While issues may be of a volatile nature, it is expected that participation in the discourse of issues be <br />respectful of all participants including other citizens, Council and staff <br />POLICY <br />It is the policy of the City of Roseville to provide a business-like atmosphere at its public meetings to <br />assure ample input and discussion regarding issues; and which will allow all participants to be heard <br />without fear of personal attack. <br />IMPLEMENTATION <br />The City Council will make every effort to assure the public and staff that while persons can disagree on <br />issues, the general conduct of the discussion can be in an environment which is orderly and agreeable for <br />all. <br />
