2.3 The conditional use permit process (Section 1013 of the City Code) for this request allows the <br />City to consider: <br />➢ Compatibility with adj oining properties. <br />➢ Impacts on traffic and public facilities. <br />➢ Impacts on property value. <br />➢ Impacts on general health, safety, and public welfare. <br />➢ Compatibility with the Roseville Comprehensive Plan. <br />2.4 The process also allows the City to impose those conditions it considers necessary to protect the <br />public health, safety, and welfare. In addition, a new change to the City Code (Section 1004.O1A) <br />establishes performance standards for the accessory building. <br />2.5 The site is located in Comprehensive Plan District No. 13, between Roselawn Avenue and Garden <br />Avenue. Single family homes surround the property in all directions. The site is located in the <br />Capitol Region Watershed. <br />2.6 The site is zoned R-1(Residential); the Comprehensive Plan designates this site "L-R" for low- <br />density residential uses. In order to construct structures or pavement which total more than the <br />allowable 30% impervious area a variance is necessary. In order to construct a detached garage <br />on more than 40% of the rear yard area, the City Code requires a conditional use permit. <br />2.7 The Reichenbach/Anderson lot is 62.5 feet wide by 124 feet deep and 7,750 square feet in size. <br />2.8 The homes in this area are 1,000 to 1,500 square foot ramblers and two stories, built from the <br />1940's to 1960's on a wide variety of lot sizes. Homes directly adjacent to 1858 Hamline Avenue <br />have been built on lots approximately 63 feet wide by 125 feet deep (7,800 square feet). <br />2.9 In conjunction with the application for a conditional use, the applicants has submitted the <br />following documents: <br />. Site plan <br />3.0 STAFF COMMENTS <br />Variance Request: <br />31 ReichenbachlAnderson have a single family residential lot that is 62.5 feet wide and 7,750 square <br />feet in size allowing them 2,325 square feet (30%) of impervious area. <br />3.2 The house is set back approximately 50 feet from the front property line. The current front yard <br />setback is 30 feet.
