2.3 In conjunction with the application for a conditional use, the following documents have been <br />submitted and reviewed by staff in preparation of this report: <br />site plan <br />building plans <br />landscape plan <br />3.0 STAFF COMMENT & FINDINGS <br />31 Ted Brausen proposes to construct a 40 foot by 50 foot (2000 sq. ft.) car wash addition and <br />minor site improvements to the existing gas station at 2 15 1 Dale Street. The proposed car wash <br />requires a conditional use permit (CUP) as per City Code Section 1005.O5C4. <br />3.2 Section 1013.0 1.D of the Roseville Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact of <br />parking; impact on parks, streets, and other public facilities; compatibility of site plan, internal <br />traffic circulation, landscaping, and structures with contiguous properties; impact of the use on <br />the market value of contiguous properties; impact on the general public health, safety, and <br />welfare; compatibility with the City's Comprehensive Plan. <br />33 Staff has reviewed the development proposal with regard to the criteria in Section 1013.01 .D of <br />the Roseville Zoning Ordinance and concludes the proposal meets these criteria. Specifically, <br />staff has determined the following: The proposed car wash will not generate additional parking <br />demand for the site. The proposal will generate a moderate increase in vehicle traffic due to <br />the addition of the car wash. The applicant estimates the car wash will add about 15% to his <br />business traffic. <br />3.4 The proposed car wash will not create the need for additional public facilities. The City has the <br />capacity to provide the water necessary for the car wash through an existing 16 inch pipe <br />serving the site. There is capacity in the sanitary 12 inch sewer to handle the expected waste <br />car wash water. <br />3.5 With proper exterior building treatment, the building will not have an impact on surrounding <br />property or values. Material should match the existing materials and trim in color, texture and <br />or material (if available). Staff recommends color impregnated block, brick, or other masonry <br />materials. <br />3.6 There appears to be no impact on general health, safety, and public welfare. The project <br />expansion is located in an area surrounded by commercial uses and parking lots. The car wash <br />entry and exit doors face east and west allowing vehicles to enter from the east and exit to the <br />west and north where there are no directly affected residential structures. And, roof top <br />equipment — if needed — must be screened from view. The car wash will have automatic <br />closing overhead doors to reduce the noise of the washing and drying apparatus. In addition, <br />the project complies with the Comprehensive Plan designation as a business use. <br />PF3253 RCA (092500) Page 2 of 5 <br />
