4.0 STAFF RECOMMENDATION <br />4.1 Staff has determined that the site has unique characteristics, few alternatives, and pre-existing <br />hardships that warrant granting a variance. Further, staff has determined the conditional use <br />permit meets the necessary criteria to allow the renovation and expansion proj ect because it is <br />properly zoned for auto service in an area where autos are the primarily transportation mode; it <br />can visually enhance the comer and the pre-existing site/structure; and it will provide a more <br />functional fuel/service car wash facility. The staff recommends the following conditions of <br />approval: <br />4.2 Space for 13 off street parking spaces must be provided and appropriately striped on the <br />parking surface. <br />4.3 The off-street parking space adj acent to County Road B along the west property line must be <br />eliminated. <br />4.4 Existing and proposed impervious area calculations shall be submitted and reviewed by the <br />City Engineer. Storm water ponding will not required if the site has no net increase of <br />impervious area. <br />4.5 The landscape plan must be revised and submitted to the City for review and approval. The <br />plan must include year round landscape screening from the parking areas to the public right of <br />ways and screening of the entrance and exit doors of the car wash, as well as the south and west <br />side of the building. The site plan, at maximum, may include only one 36 foot wide access to <br />Dale Street and two to County Road B. The site plan must indicate all utilities, gas lines and <br />tanks. Any roof top equipment must be screened. <br />4.6 The exterior building materials (color impregnated masonry) for the addition must be <br />consistent with Section 1010.02 of the City Code. The car wash overhead doors must close <br />automatically prior to each wash to reduce washer and dryer noise. Trash must be stored within <br />an enclosed area and screened from view. <br />4.7 Parking lot lighting must meet the requirements of Section 1010.12 of the City Code. <br />4. 8 No additional equipment, service station signs or furniture closer than 30 feet to the B and Dale <br />frontages (i.e. vacuums, phones, lp tanks, wood piles, outdoor sales, etc.). <br />4.9 This conditional use permit expires 6 months after approval if a building permit has not been <br />issued. (Section 10 13.03) <br />5.0 PLANNING COMMISSION CONSIDERATION <br />51 On September 13, 2000, the Roseville Planning Commission held the hearing regarding Mr. <br />Brausen and Croix Oil's request for a conditional use permit and variances. At the hearing no <br />individuals addressed the Commission regarding the request.
