City staff solicited proposals from five national executive search firms and received the following <br />responses. The City Manager field is rather small and the executive search firms servicing this <br />specialized market are well known among local government professionals. <br />Any of the firms listed below would be immediately perceived as providing services of high quality <br />with outstanding reputations. Each has a long list of quality executive searched performed for local <br />government, nation-wide. There may be some regional focus by some firms, in this case. The <br />Brimeyer Group may tend to specialize regionally, in Minnesota and the upper Midwest, while the <br />others have a national clientele. <br />FIRM <br />A. Brimeyer and Associates <br />B. Oldani and Associates <br />LOCATION <br />Hopkins, MN <br />Glenview, II, <br />Lake Forest, IL <br />Seattle, WA <br />QUOTE <br />$17,500 <br />$17,000 <br />$14,000 <br />$19,500 <br />EXl'ENSES * <br />$3,500 EST. <br />$6,500 EST. <br />$4,500 nte. <br />� In each case, the City is responsible for costs of candidate travel and related expenses, <br />psychological testing, trips to interview candidates, etc. For purposes of budgeting, the City should <br />allocate at least $20,000 for expenses on top of the costs of professional services. <br />RECOMMENDATION: <br />The Oldani Group and The Brimeyer Group are recommended for Council consideration. Both firms <br />have experience in Roseville. Both have good reputations and produce good results. Council should <br />select based on the quality and focus of proposals submitted. Staff is available for further comment as <br />needed. [Note: Council should be aware that The Oldani Group represented the City of Bellevue, <br />Washington and was responsible for the recruitment of Roseville City Manager Sarkozy to Bellevue. <br />While there is no conflict of interest the Council should (and is) aware of this background.] <br />Further, an allocation of $40,000 (for any of the consultants) should come from the Administration <br />Budget. Funds for this purpose have not been budgeted however position vacancies provide <br />unexpended funds, which can be used for this purpose. <br />IL Actin� Cit_y Mana�er Appointment Back�round <br />During the process of recruitment for a permanent City Manager, the City Council may appoint an <br />Acting City Manager. The Council has the options of selecting an internal or external candidate. <br />In reviewing the options, the staff called upon the International City/County Manager's Association <br />and the Range Rider Program. Retired city/county managers provide counsel and expert support to <br />employed managers and city/county governments in more than 22 countries. In addition, Range <br />Riders have also served in acting city/county manager positions for communities. There are three <br />Range Riders in Minnesota. While outside services may be available, there is no guarantee that an <br />outside interim manager would be as effective as an internal selection. <br />
