� <br />RECOMIV�NDATION: <br />It is recommended that Ed Burrell, Finance Director be selected as Acting City Manager. Clearly, Ed <br />has a complete understanding of Roseville operations. I have relied heavily on Ed during my tenure. <br />His role has been oftentimes more than Finance Director, serving somewhat like the Chief Operating <br />Officer with broad internal responsibilities. Mr. Burrell is well known to the City Council and <br />community and he has an excellent reputation. Mr. Burrell knows the community and organizational <br />issues to be addressed in the foreseeable future and his appointment will facilitate the handling of these <br />issues. Ed also has the support and respect of the administrative staff. <br />It should be clear that any Acting City Manager selected should not be considered for the permanent <br />appointment so as not to discourage outside applicants. <br />It is further recommended that the Interim City Manager's salary be adjusted to an annual amount of <br />$95,000 for the assumption of the new and additional duties of City Manager. Should the City <br />Council select Mr. Burrell, it is recommended that he occupy the City Manager's Office and also <br />continue to perform the tasks of Finance Director in this transition. Ed has been advised to consult <br />the City Council should additional consulting services be needed to handle the workflow in the <br />interim. <br />III. Transition Roles and Responsibilities Background <br />During a transition process, the organization is typically challenged more than normal due to the <br />uncertainties and lack of stability. Particular attention needs to be paid to the communication issues <br />between the Council and staff. <br />It is recommended that any and all communication between Council and any member of Staff be <br />directed throu�h the Actin� City Mana�er. In an effort to coordinate the response to City Council <br />member requests during the City Manager recruitment process, all requests for information, services <br />and other communications from elected and appointed officials should be directed to the Acting City <br />Manager. <br />A specific Resolution of the City Council will be offered at the Special Council meeting of October <br />30, 2000 for Council consideration. <br />IV. Emplovee and Citv Mana�er Contract Closeout Background <br />In addition, the terms of employment for the newly appointed Assistant City Manager changed upon the <br />unexpected resignation of the City Manager. As such, the City Manager will accelerate the six-month <br />review period and 5% adjustment for the Assistant effective 11/3/00. Due to the City Manager's <br />departure, the Assistant will assume administrative duties at an accelerated rate as well as taking on <br />additional duties prior to the appointment of a permanent City Manager. <br />These changes will be made administratively. However, the City Council should be aware of these <br />internal changes as they prepare for the shift in the administrative workload. <br />
