REQUEST FOR COUNCIL ACTION <br />DATE: 11 /27/00 <br />ITEM NO: c-4 <br />Department Approval: Manager Reviewed: Agenda Section: <br />�i�"e�� ��� Consent <br />Item Description: Authorization For Trail Easement in Central Park <br />BACKGROUND <br />In 1993, the City completed the development of the second trail around Lake Bennett in <br />Central Park. In order to complete the trail loop on the northeast side of the park, it was <br />necessary to obtain an easement from Prince of Peace Church for a portion of the route. <br />Staff initiated discussions with representatives of Prince of Peace before the construction <br />began and received verbal permission to proceed with the trail while the final agreements <br />were completed. During the process, designated representative of the Church left that <br />position and the agreement was never finalized. Earlier this year, the negotiations were <br />reconstituted in an effort to bring closure to this issue. Subsequent discussions have <br />resulted in the proposed easement agreement for this section of the trail. <br />The agreement constitutes a permanent trail easement for the City of 27,688 square feet <br />(see attached map). In return, the City would compensate Prince of Peace Church in the <br />amount of $27,688 for the easement. <br />POLICY OBJECTIVE <br />The easement agreement is consistent with City policy to work with adjoining property <br />owners in providing public facilities. The proposal is also consistent with the Parks and <br />Recreation System Plan and the Central Park Master Plan. <br />FINANCIAL IMPLICATION <br />The cost of the easement is $27,688 (or $1.00 per square foot). The current rates for <br />recent easements have ranged from .50� to $3.00 a square foot. The proposed payment <br />would be taken from the 2000 Contingency Fund. <br />STAFF RECOMMENDATION <br />Staff recommends the approval of the proposed easement as outlined in the attached <br />agreement. <br />COUNCIL ACTION REQUESTED <br />Motion authorizing the Acting City Manager to sign the attached easements for the trail in <br />Central Park and the payment of $27,688 to Prince of Peace Church with the money to be <br />taken from the 2000 City of Roseville Contingency Fund. <br />1 <br />
