Department
1
Request for Council Action
Date: 11/27/00
Item Number: _3
Manager Approval Agenda Section
 Consent
!
Item Description: Advertise for re-bidding for the replacement of Engine 12 and the refurbishment of
Engines 21 and 31.
BACKGROUND: On October 2, 2000 Council authorized advertising for bids to replace Engine 12 and
to refurbish Engines 21 and 31.
The placement and usage of fire engines play an integral role in providing fire protection to our residents
and factors considerably in our City's favorable ISO Class 3 rating. In order to ensure the reliability of
our fire engines, a refurbishment and replacement schedule has been established. Engine 12 is scheduled
for replacement in 2000, Engine 31 is scheduled for refurbishment in 2000. Engine 21 is scheduled for
refurbishment in 2001.
Bid specifications were developed by a fire department staff and have been reviewed and approved for
form and content by legal counsel. Advertisement for bids ran October 10'h and 17th. A bid opening was
held on November lst.
Only one bid was received for the refurbishment and two bids were received for the replacement. None
of the bids met the goals and specifications established by staff. Staff would like the opportunity to
adjust the bid specifications and to re-advertise the bids.
POLICY IMPLICATIONS: The refurbishment and replacement of these vehicles are budgeted items for
2000 and 2001 and complies with the goals of Council to appropriate funds annually to the Fire Vehicle
Replacement Fund for the timely refurbishment or replacement of fire apparatus.
FINANCIAL IMPLICATIONS: The refurbishment/replacement of these trucks is a planned event and
budgeted with funding coming from the Fire Vehicle Reserve Fund.
STAFF RECOMMENDATION: Staff recommendation is for Council to approve the re-advertisement of
bids for the replacement of Engine 12 and for the refurbishment of Engines 21 and 31.
COi1NCIL ACTION REOUESTED: Motion to approve the re-advertisement of bid specifications for
the replacement of Engines 12 and for the refurbishment of Engines 21 and 31.
