Mr. Trudgeon noted that all firms were well- <br />qualified, and that it had been a difficult decision. Mr. Trudgeon advised that the attorney <br />would not attend each meeting of the HRA, but would be on-call as needed for HRA-related <br />issues and meeting attendance.
