HRA Meeting <br />Minutes – Tuesday, April 21, 2009 <br />Page 2 <br /> <br /> <br />Further discussion included the City’s ability to provide an organized way for tenants to <br />  <br />communicate effectively with landlords; on-site management options; investigating and <br /> <br /> <br />resolving complaints versus benefits to the overall community; passing on actual costs for <br />  <br />resolving nuisance issues to those properties creating the problems rather than the entire <br /> <br />community or taking away from the City’s operating budget; and how to identity and enforce <br /> <br />code violations if the properties have been maintained status quo from their initial construction <br /> <br />without prior enforcement. <br /> <br /> <br />Additional discussion included incentives for landlords and property owners to reinvest in their <br /> <br /> <br /> <br />existing properties; the irresponsible minority (1-2%) creating the burden for all; vital areas for <br /> <br /> <br /> <br />the HRA to improve problem areas before they prove detrimental to neighborhoods; and costs <br /> <br />  <br />associated with a provisional license concept. <br /> <br /> <br /> <br /> <br />  <br />Members determined that the next step would be to hear a presentation from the Police <br /> <br /> <br />Department on crime-free, multi-housing; further review of the City of New Brighton’s <br /> <br /> <br />provisional license and their approach; and recognizing the public and political dissention in <br /> <br /> <br />pursuing the rental licensing program based on past controversies. <br /> <br /> <br /> <br /> <br />Members requested that staff provide a comprehensive review of the City’s nuisance and <br /> <br /> <br />other-related ordinances and available tools beyond rental licensing; noted the need to resolve <br /> <br /> <br />the immediate issue identified by the City’s Police Department; staff’s identification of what <br />  <br />policies may be missing as the process evolves; and concerns in disrupting the lives of tenants <br /> <br /> <br />who are not part of the problem. <br />  <br />  <br />Staff advised that they would provide additional information related to the specific building via <br />  <br />individual e-mail communication, rather than in a public meeting; and an update on staff’s <br />  <br />work to-date with this particular landlord, work plans developed that remain undone, and the <br />  <br />landlord’s general ambivalence in resolving issues. <br />  <br /> <br /> <br /> <br />Chair Maschka thanked Mr. Bubul for his attendance and presentation. <br /> <br /> <br /> <br /> <br />  <br />2.
