HRA Meeting <br />Minutes – Tuesday, April 21, 2009 <br />Page 3 <br /> <br /> <br />6.Consent Agenda <br />  <br />Executive Director Patrick Trudgeon briefly reviewed Consent Agenda items. <br /> <br /> <br />  <br />a.Acceptance of HRC Monthly Report for March 2009 <br /> <br />b.Acceptance of Abatement Reports for March 2009. <br /> <br /> <br />Discussion included clarifying file numbers and billing dates for identical properties; code <br /> <br />enforcement repeat offenders; and ensuring that costs are covered in billings. <br /> <br /> <br /> <br /> <br />Motion: Member Pust moved, seconded by Member Elkins to approve the Consent Agenda as <br /> <br /> <br /> <br />presented. <br /> <br />  <br /> <br /> <br /> <br />Ayes: 4 <br /> <br />  <br />Nays: 0 <br /> <br /> <br />Motion carried. <br /> <br /> <br /> <br /> <br />7.Public Hearings <br /> <br /> <br />None. <br /> <br /> <br /> <br /> <br />8.Recognitions <br /> <br /> <br />None. <br />  <br /> <br /> <br />9.Action Items <br />  <br />a.First Quarter Financial Report <br />  <br />Mr. Trudgeon advised that this report would eventually be placed on the HRA Consent Agenda; <br />  <br />and for the purpose of providing better communication between staff and the HRA. <br />  <br />  <br />Housing Program Coordinator Jeanne Kelsey reviewed each budget; noted that there was no HRA <br />  <br />Levy funds to-date for 2009 as first-half taxes have not yet been received by the City; actual versus <br /> <br /> <br /> <br />City’s accrual funding system; initial and higher upfront costs for Living Smarter/Living Greener <br /> <br /> <br /> <br />for Home & Garden Fair this first year that won’t need to be repeated in future years; and <br /> <br />  <br />outstanding loans. <br /> <br /> <br /> <br /> <br />  <br />Motion: Member Pust moved, seconded by Member Tracy to approve the First Quarter <br /> <br /> <br />Financials as presented. <br /> <br /> <br /> <br /> <br />Ayes: 4 <br /> <br /> <br />Nays: 0 <br /> <br /> <br />Motion carried. <br /> <br /> <br /> <br /> <br />b.Rental Registration Program Update <br />  <br />Mr. Trudgeon provided a brief update on previous discussions; registration of any rental units <br /> <br /> <br />between 1-4 units initiated July 1, 2008; educational aspects; modest results to-date with 264 <br />  <br />registered; realized the initial challenges with the program; positive comments of renters to staff; <br />  <br />and seemed that out-of-town landlords being more receptive than those within the City, perhaps <br />  <br />related more to change and eventually coming around to realizing the purpose of rental registration. <br />  <br />  <br />Mr. Trudgeon advised that staff initially anticipated a two-year registration process, with education <br />  <br />and information-gathering to establish a good database; with the second year to make more contact <br /> <br /> <br />with potential rental properties as identified through non-homestead property records. <br /> <br /> <br />  <br />Discussion included results for registering; compliance to-date with code enforcement (i.e., <br /> <br /> <br />parking); issues with non-related adults within units, specifically related to student housing; <br />  <br />enforcement for non-compliance for those not registering their properties and the difficulties when <br /> <br />unable to access specific properties; purpose of inspections to bring up quality versus code <br /> <br />
