Majerus recommended that action on the issue be delayed until March and that Ms. <br />Bennett continue to provide limited services for the HRA during that time. <br />Member Pust agreed and noted that the administrative piece seems to be more cost <br />effective than having the Executive Director complete these tasks. However, she <br />questioned that doing those admin functions would take more than 10 hours per week and <br />would like to make sure that time spent on HRA duties is identified. <br />Mr. Stark noted that the HRA would only be charged for time spent on HRA work from <br />the administrative position. <br />Member Kelsey questioned what was included in the job description and wondered why <br />the full HRA board was not able to comment on that job description. <br />Mr. Stark noted that this was discussed at the finance subcommittee level and that he was <br />working on the issue with that committee and not the full board. <br />Motion: Member Majerus moved, seconded by Member Pust, to table item 8.c. regarding the <br />HRA staffing options until March 20, 2007 <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />9.Information, Reports and Other Business <br />a.Discuss Rental Housing Report and Recommendations to the City Council <br />and Next Steps <br />Chair Majerus provided a summary regarding the City Council comments and feedback on the <br />HRA’s recommendations regarding rental housing issues in Roseville. He noted that it was a <br />productive and positive discussion and that the City Council supported the recommendations and <br />requested that the HRA move forward on the additional information needed for implementation. <br />Member Pust agreed that it was a good discussion and that all the council members and the public <br />seemed to agree with the recommendation to suspend moving forward with a rental licensing <br />program and rather try to address the issues through the CAG group recommendation including a <br />rental registration program. <br />Ms. Bennett requested direction regarding the next steps for the HRA since implementation of a <br />rental registration program would require City Council action by ordinance rather than further <br />action from the HRA. <br />Mr. Stark noted that the Council directed “staff” to move forward on the recommendation but <br />each item should be addressed in partnership with HRA staff and City staff. He noted that the <br />enforcement issues are clearly city staff issues and that his department is working on suggestions <br />for the City Council’s review. <br />4 <br /> <br />
