HRA Meeting <br />Minutes – Monday, July 27, 2009 <br />Page 5 <br />10.Action/Discussion Items <br />a.Neighborhood Update and Discussion of Extension of Program <br />Codes Coordinator Don Munson provided members with a 2009 Neighborhood Enhancement <br />Program (NEP) mid-year update and requested a four-month extension of the program. <br />Mr. Munson highlighted the NEP, as detailed in the Request for HRA Action dated August 31, <br />2009, and successful meeting of the goals of the NEP Program, including a greater public <br />awareness and their compliance with city codes, enhanced property values and livability of <br />neighborhoods, as well as negative impacts to city’s tax base. Mr. Munson reviewed <br />comparisons between 2008 and 2009; those random areas inspected to-date; a breakdown of <br />the types of violations; and reduced complaints between years. Mr. Munson further reviewed <br />resolved cases and number of days for compliance to-date, with no administrative tickets <br />issued to-date; <br />Mr. Munson noted that the program had reduced violations rates; made residents more aware <br />of and supportive to staff, with them approaching the inspector and holding positive dialogue; <br />and achieving a higher compliance rate overall, while making residents aware of additional <br />HRA programs to assist them. <br />Mr. Munson advised that a year-end update would be available at the end of 2009. <br />Mr. Munson requested extension of the program, allowing it to be completed in three (3) rather <br />than four (4) years for all 8,500 residential properties, allowing for the remaining 2,500 <br />properties to be completed in 2010, and providing the HRA a quicker review of the data than <br />originally projected. <br />Motion: Member Tracy moved, seconded by Member Pust to approve operation <br />extension of the Neighborhood Enhancement Program for an additional four (4) weeks in <br />the calendar year 2009 in an amount not to exceed an additional $3,100; with funding <br />provided from the 2009 HRA reserve/contingency fund; allowing total number 2009 <br />property inspections up to approximately 3,200. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />Staff was commended on the success of the NEP program. <br />Mr. Trudgeon acknowledged Mr. Munson’s management and Brian’s Coughlin hard work in <br />effectively performing the job, and offered his kudos to each of them respectively. Mr. <br />Trudgeon noted that the complaint calls to him had substantially diminished since the program <br />had been implemented. <br />Member Pust thanked staff for their recommendations in revising the budget and project length <br />to reduce the budget in the long-run, while providing the data to the HRA in a timelier manner. <br />b. 2010 HRA Budget <br />Executive Director Trudgeon provided an overview of the for proposed 2010 HRA budget for <br />recommendation to the City Council at their September 14, 2009 regular meeting. Mr. <br />Trudgeon noted that staff had utilized recommendations of the full HRA Board at their recent <br />work session, in addition to discussion between staff and the subgroup finance committee.
