HRA Meeting <br />Minutes – Monday, October 20, 2009 <br />Page 2 <br /> <br /> <br />8.Recognitions <br />  <br />None. <br /> <br /> <br />  <br />9.Presentations <br /> <br /> <br />a.Electronic Communication Training – City Attorney Scott Anderson <br /> <br />Member Pust arrived at this time, approximately 6:12 p.m. <br /> <br /> <br />City Attorney Scott Anderson reviewed the recently-adopted “Policy on Council Members’ <br /> <br /> <br /> <br />Electronic Communications” as it relates to the City’s advisory commissions, and the Housing <br /> <br /> <br /> <br />and Redevelopment Authority (HRA); Open Meeting Law; and Data Practices Act with <br /> <br />  <br />communications issues, specifically e-mail communications. <br /> <br /> <br /> <br /> <br />  <br />b.Calibre Ridge <br /> <br /> <br />Community Development Director Patrick Trudgeon introduced Ms. Barbara McQuillan, <br /> <br /> <br />Executive Director of Twin Cities Housing Development Corporation, a St. Paul non-profit <br /> <br /> <br />operating and designing affordable rental housing for families; and Mr. John Duffy, of Duffy <br /> <br /> <br />Development Company, developer of multi-family affordable rental properties. Mr. Trudgeon <br /> <br /> <br />advised that both parties were general partners in the Calibre Ridge Townhomes at 155 Capitol <br /> <br /> <br />View at Highway 36 and Rice Street, originally developed in 1993 by Twin Cities Housing <br /> <br /> <br />Development Corporation and Dufy Development Company. Mr. Trudgeon noted that, given <br />  <br />the reconstruction and redesign of the intersection at Highway 36 and Rice Street by the State <br /> <br /> <br />and Ramsey County, there was a remnant parcel that may lend itself for additional affordable <br />  <br />housing opportunities; and that this presentation was by way of a preliminary introduction to <br />  <br />future options. <br />  <br />  <br />Ms. McQuillan provided several bench handouts providing an overview of both firms, their <br />  <br />attached hereto and made a part thereof. <br />history and mission statements, <br />  <br /> <br /> <br /> <br />Ms. McQuillan reviewed the Mission Statement of both firms; their history of previous <br /> <br /> <br /> <br />development projects and their locations in the metropolitan area; their focus on rental housing <br /> <br />  <br />for families; specific family-related programming at Calibre Ridge and development and <br /> <br /> <br /> <br />commitment of its Resource Center for youth and families by partnering with experts. <br /> <br />  <br /> <br /> <br />Ms. McQuillan addressed Resource Center offerings through their Youth Club; Teens in <br /> <br /> <br />Action; and adult programming for employment, training, job seeking skills, resume <br /> <br /> <br />preparation, income tax preparation, and computer skills. <br /> <br /> <br /> <br /> <br />Discussion with members and presenters included intent for the remnant property, whether it is <br /> <br /> <br />proposed for taking or a reduction in assets; original intent by the State of MN and Ramsey <br /> <br /> <br />County to take the property for road reconstruction, but revised intent now for temporary <br />  <br />and/or permanent easements in place instead; installation of a bus turnaround; and removal of <br /> <br /> <br />access from Rice Street onto Capitol View. <br />  <br />  <br />Further discussions included the unique opportunity through this redevelopment for the site; <br />  <br />and appraised value determined that it was no longer a viable commercial site due to lack of <br />  <br />lack of access on Rice Street impacting valuation. <br />  <br />  <br />Ms. McQuillan reviewed road and exit ramp designs, noting that plans continued to evolve, <br /> <br /> <br />with current proposals for Highway 36 as a flyover ending on the north side of Highway 36, <br /> <br /> <br />similar to that of Lyndale Avenue and I-494 in Richfield, MN. Ms. McQuillan noted that this <br />  <br />would eliminate another stop light along Rice Street. Ms. McQuillan advised that Ramsey <br /> <br /> <br />County would acquire the property from the Minnesota Department of Transportation <br />  <br />(MnDOT), ultimately turning back the property to the City. <br /> <br /> <br />
