Debra Bloom, P.E. .lanuary 1 S, 2008 <br />City of Roseville Page 20 <br />Cleveland Avenue at County Road C <br />• Construct an additional sautl--bound Ieft-turn lane (dual left-turn lanes) <br />• Construct a southbound right-turn lane <br />CONCLU510NS ANl] RECOMMEN®ATIONS <br />Based on the analysis, the following conclusions and recommendations are offered for your <br />consideration: <br />• All key intersections currently operate at an acceptable overall LOS D or better during the <br />a.m. and p.m. peak hours with existing traffc controls and geometric layout. <br />The proposed McGough Twin Lakes development is contained within the larger Twin Lakes <br />redevelopment subarea I, blocks lb and 2. The proposed development will consist of <br />475,000 square feet of office space dispersed between two buildings and 100,000 square feet <br />of lab/research space in one building. There is an option for an additional 30,000 square feet <br />of lab/research space beyond the initial construction phase. Parking for these facilities will <br />be managed by both surface and structured parking an-site. <br />• As part of this project we have reviewed three subarea I internal roadway configurations, <br />which will provide access from the proposed McGough Twin Lakes development to the <br />adjacent roadway network. Based on discussions with City staff the following three internal <br />roadway configurations were reviewed (see Figure S: Internal Roadway Configuration}: <br />1. Build Twin Lakes Parkway from Mount Ridge Road to Prior Avenue <br />no connection to Cleveland Avenue or Fairview Avenue <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to County <br />Road C2 and improving Prior Avenue from Twin Lakes Parkway to County Road C. <br />It should be noted that the internal intersections linking Prior Avenue to Mount Ridge <br />Road are assumed as roundabouts. <br />• These improvements provide access from the proposed development to County Road <br />C2 and County Road C, not directly to Cleveland Avenue at a future Iona Lane {as <br />depicted in Figure 4). <br />• This is anticipated to be an interim condition. <br />2. Build Twin Lakes Farkwa from Cleveland Avenue to Prior Avenue <br />• This provides a direct connection from the internal Twin Lakes redevelopment area to <br />Cleveland Avenue and access to the regional roadway network. This alternative is <br />included to determine the need for a complete Twin Lakes Parkway connection to <br />Fairview Avenue. <br />3. Build Twin Lakes Parkway from Prior Avenue to Fairview <br />This completes the convection of Twin Lakes Parkway from Cleveland Avenue to <br />Fairview Avenue- <br />
