Debra Bloom, P.E. <br />City of Roseville <br />.lanuary 15, 2008 <br />Page 21 <br />The McGough proposed Iona Lane connection is not in compliance with the previously <br />planned Twin Lakes AUAR internal roadway configuration, nor is it in compliance with the <br />access spacing guidelines of Ramsey County (full-access intersection spacing with traffic <br />signal control), Therefore, this connection was not included in arty of the three roadway <br />confgurations previously discussed. <br />Based on discussions with City staff, one additional development was assumed constructed <br />{Cleveland Avenue Hotel) under year 2011 conditions. This adjacent development is located <br />in subarea I, block 3b. Under year 201b canditioars, multiple adjacent developments were <br />assumed constructed in subarea I, blacks la, 3a and 4. Refer to 1~igure 3 for subarea and <br />block locations for each development. The trips generated by these developments were <br />included in the year 2011 and 2016 build traffic forecasts and analysis. <br />Under year 2011 build conditions, four out of seven key intersections will continue to operate <br />at an acceptable overall LOS D or better during the a.m. and p.m. peak flours with existing <br />traffic controls, geometric layout and internal roadway configuration 1. Queues associated <br />with the poor operations at the intersection of County Raad C/Prior Avenue will impact the <br />internal intersection of Twin Lakes Parkway/Prior Avenue. <br />o The following roadway improvements are recommended to improve the poor <br />operations: <br />Cleveland Avenue at County Road C <br />• Construct a dedicated westbound right-turn lane (with turn lane storage) <br />County Road C at Prior Avenue <br />• Construct Prior Avenue as two lanes southbound into County Road C and one <br />lane northbound into Twin Lakes Parkway <br />• Install a traffic signal <br />All Signalized Intersections <br />• Optimize signal timing <br />With the recommended roadway improvements, all key intersections will operate at <br />an acceptable overall LOS D or better. However, motorists on the side-street <br />approach of County Road C2 at Cleveland Avenue will experience heavy delays <br />during the p.m. peak hour. In addition, the roundabouts on the new Twin Lakes <br />Parkway will operate acceptably. <br />Under year 2016 build conditions, all key intersections will continue to operate at an <br />acceptable overall LOS D or better during the a.m. peak hour with the recommended year <br />2011 roadway improvements and inte~•nai roadway configuration 1. However, only one out <br />of seven key intersections will operate acceptably during the p.m. peak hour, with the <br />recommended year 2011 roadway improvements and internal roadway configuration 1. <br />Minor roadway improvements will not have a great enough impact on tlae intersection <br />operations for all to operate acceptably. Therefore, internal roadway configuration 1 is not a <br />feasible option under year 2016 build conditions. <br />
