440 There are two components to this project. The first is the runoff from the Church parking <br />441 lot. The second is Bennett Lake shoreline restoration. <br />442 <br />443 The first project is located on property owned by Pi°inee of Peace Church; improvements <br />444 to this property would be owned and maintained by the Church. The RCD has prepared <br />445 some preliminary plans. The improvements, as proposed, would include the construction <br />446 of two rain gardens and the restoration of the erosion gully that has formed betwee~a tlae <br />447 upper pathway and the lower pathway. The Prince of Peace Church Council and <br />448 Maintenance committee are very interested in moving forward with these improvements <br />449 this spring. <br />450 <br />451 The second project is a shoreline restoration project for the portion of Bennett Lake <br />452 located entirely on City of Roseville property adjacent to the first project. Staff is <br />453 working with RCD on plans for this portion of the improvement. <br />454 <br />455 Recon~~nended 2008 action. <br />456 RCD has some grant money available for these projects. We recommend that we <br />457 continue to work with Prince of Peace, Parks, and RCD on developing final plans far <br />458 construction of this improvement in spring 2008. Once the project particulars have all <br />459 been finalized, we will bring this project to the City Council for approval. <br />460 <br />461 C. American Legion Sallfield Improvement Project <br />462 Staff is very interested in addressing an erosion issue near the American Legion <br />463 Ballfields located to the northwest of the Muriel Sahlin Arboretum in Central Park. For <br />464 years the American Legion parking lot runoff has been discharging onto the northwest <br />465 corner of the baseball fields via a pipe. Tl~e runoff has created a gully. In an extreme <br />466 event the water bypasses the catch basin and drains via a bituminous flume to Aladdin <br />467 Street. The runoff from this area drains untreated to the DNR protected wetland located <br />46$ at tlae end of Aladdin Street. <br />469 <br />470 We are very interested in finding a solution to this ongoing problem. We see this <br />471 improvement as being in keeping with the City of Rnseville's commitment to help the <br />472 environment. Central Park and the wetlands in it are significant environmental resources. <br />473 As a result, we have been working with Parks, RCD, and American. Legion Eo identify <br />474 and impleanent an aesthetically and environmentally appropriate solution. <br />475 <br />476 The property where a majority of the erosion occurs is owned by the City of Roseville. <br />477 As such, the ownership and maintenance of these improvements would be our <br />478 responsibility. <br />479 <br />480 Reco~nrnended 2008 action. <br />481 Work with American Legion, Parks, and RCD on developing final plans for construction <br />482 nftlris improvement. Work with adjacent homeovsnrers to receive feedback regarding the <br />483 proposed improvement.
