Hoisington Koegler Group Inc. ©© <br />®® <br />Roe that he disagrees with the assertion that Twin Lakes Parkway is being developed to create a <br />pass-through route from I-35W northbound to other northbound streets in Roseville. He explained <br />that the purpose for creating Twin Lakes Parkway was to enable traffic from the Twin Lakes area <br />to have better access to I-35W. <br />Ihlan suggested that Twin Lakes Parkway would function better if it was designed as a loop from <br />Cleveland Ave/1-35W down to County Road C rather than providing a connection to Fairview <br />Ave. <br />The consultants responded that Twin Lakes Parkway has been officially mapped for many years. <br />Ihlan suggested that the Comp Plan could support changing Twin Lakes Parkway. <br />Grefenberg suggested that sidewalks are not discussed enough in the Transportation Chapter, <br />and that bikeways are overemphasized. <br />Bloom responded that sidewalks are included as part of the pathways network. <br />Burwell disagreed that bikeways are being overemphasized in the Transportation Chapter. He <br />suggested that there needs to be a policy in this chapter regarding education for citizens about <br />non-auto travel options, including transit, biking and walking. <br />Bakeman is concerned about the Transportation Chapter having sub-goals, principles, initiatives, <br />guidelines in multiple sections of the chapter. She suggested that it would be clearer if all the <br />goals were located in one section. She also suggested that the four (4) general goals on Page 5- <br />2could be moved outside of the Transportation Chapter because they really apply to all chapters <br />of the document. She questioned whether the content of the Implementation Plans and <br />Recommendations section should be moved to the Implementation Chapter. <br />Goedeke explained that the City has discussed for a long time the need to better connect the <br />high school campus to neighborhoods south of Highway 36. Kids living within 1.5 miles of school <br />do not receive bus service. It should be easier for students to walk to school from the south side <br />of Highway 36. He described the new bridge over Highway 36 that was recently built in North St. <br />Paul as a beautiful example of what Roseville might consider. <br />Bloom described the current Pathways Master Plan update process that is underway in <br />Roseville. <br />Grefenberg asked what opportunities are available for the City to improve County roads within <br />Roseville. <br />Bloom responded that the City can offer to partner with the County or the State on proposing <br />improvements to roadways that aren't under the City's jurisdiction. For example, it is possible for <br />the City to plant trees and maintain them along a County or State road as long as they meet the <br />other jurisdiction's safety requirements and the City is willing to pay for installation and <br />maintenance of the trees. <br />Burwell suggested modifications to Policy 4.1 to remove the words "to continue" since transit is <br />not currently being provided to all areas of the City and to add "to improve transit provision". <br />
