Draft Utilities Chapter <br />Public Works Director Schwartz and City Engineer Bloom presented the various components of <br />the Utilities Chapter. <br />Shwiff asked whether there is or should be a plan for educating or making citizens aware of the <br />need to retrofit outdated utilities in older houses. <br />Public Works Staff agreed to look into incorporating such language into the Utilities Chapter. <br />They will look at adding water conservation language to the Water Supply section. They will also <br />consider revising policy #1.4 and/or adding a new policy. <br />Burwe[I asked whether there is a surcharge for stormwater drainage that is similar to the I(I <br />(inflow and infiltration) surcharge discussed in the Sanitary Sewer section. Staff responded that <br />there is not. <br />Bakeman suggested that a goal or policy should be added regarding the "Other Utilities" section <br />to address citizens' concerns about electrical power outages. <br />Grefenberg distributed a memo regarding three (3) suggested additions to the Utilities Chapter. <br />This memo is attached to the SC meeting notes as Attachment C. <br />Goedeke asked whether there is adequate capacity in the City's water tower to accommodate <br />future growth. Bloam responded affirmatively. <br />Shwiff described his thoughts regarding the growth and impact of telecommunications on the <br />community. He suggested that language and/or a policy be added regarding the need for the City <br />to support telecommunication and the provision of high quality Internet services. <br />VI. Draft Environmental Protection Chapter <br />Deb Bloom, City Engineer, presented the draft Environmental Protection Chapter. <br />Goedeke asked where the various watersheds come into play relating to this chapter. <br />Bloom responded that there are three (3} watersheds within Roseville and they could add a map <br />that shows the three (3) watershed districts. <br />Grefenberg suggested that a policy should be added to Goal #4 regarding the City's support for <br />increasing the number of trees within the community. <br />Bakeman added that it may be necessary to add some explanation for how a trees policy <br />specifically relates to Goal #4. <br />Schaffer suggested that a trees policy might fit better under Goal #2. <br />Bakeman stated that there is goal proposed for decreasing visual pollution. <br />
