It is staff’s <br />estimate that of the single family home s in Roseville, 25% of the complaints we <br />get about grass not being cut relate to re ntal units, 20% of the complaints we <br />get about building maintenance relate to rental units, 30% of the complaints we <br />get about parking on the grass relate to rental units, 20% of the complaints we <br />get about exterior trash relate to rental units, 75% of the complaints we get <br />about parking in front of other houses relate to rental units, 100% of the <br />complaints we get about overcrowdi ng relate to rental units. <br /> <br />In the last five years, 33% of non-homesteaded properties reviewed in Roseville <br />were found to have issues with no n-compliance in Land Use codes. <br /> <br />A breakdown of code violations by percentage follows: <br /> <br />30% cars; unlicensed, parking, inoperable, etc. <br />25% unmowed grass <br />16% house maintenance <br />13% outside storage <br />12% junk and debris <br />2% trash cans visible from the street <br />2% illegal gravel driveways <br /> <br />Non-compliant property violations <br />Of the 127 non-compliant properties, many properties had multiple violations. <br />These violations include; <br /> <br />62 % cars; unlicensed, parking, inoperable, etc. <br />50 % unmowed grass <br />34 % house maintenance <br />26 % outside storage <br />24 % junk and debris <br /> 4 % trash cans visible from the street <br /> 3 % illegal gravel driveways <br /> <br />We estimate that 10% of rental homes are overcrowded. The high number of <br />complaints about numerous vehicles adds credibility to the common complaint <br />that rental homes often contain more than 4 renters. <br /> <br />It is staff’s perception that single-family rental properties (absentee managed) <br />are disproportionately draining staffs ti me, are requiring increasing amounts of
