The City Council may adopt from time to time, by 1 resolution, rules, policies and procedures for the impl ementation of this section. Violation of any such 2 rule, policy or procedure by a property owner shall be considered a violation of this ordinance. 3 4 Section 907.25. Inspection Standards. All rental property will be required to meet the standards set 5 forth in Roseville City Code Section 906, Property Maintenance and Section 407, Nuisances, in order to 6 obtain and/or maintain a license pursuant to this ordinance. 7 8 Section 907.26. Minimum Fire Protection Standards. No person may let to another for occupancy any 9 dwelling or dwelling unit which does not comply with the applicable provisions of the Fire Prevention 10 Code. Rental dwelling units must be provided with a smoke detector on each level of the dwelling unit 11 and within each bedroom. Smoke detectors improp erly located or mounted may be required to be 12 relocated or remounted. 13 14 Section 907.27. Utility and Refuse Services . Payment of all water and sewer bills and refuse collection 15 for the rental property shall be the obligation of the property owner. Accounts for water and sewer 16 service and refuse collection shall be mainta ined in the name of the property owner. 17 18 Section 907.28. No warranty by the City. By enacting and undertaking to enforce this ordinance and 19 the International Property Maintenance Code, neither the City, its designee, the HRA, its Board of 20 Directors or their officers, agents or employees warran t or guarantee the safety, fitness or suitability of 21 any dwelling in the City. Owners or occupants should take whatever steps they deem appropriate to 22 protect their interests, health, safety and welfare. A warning in substantially the foregoing language shall 23 be printed on the face of the license. 24 25 Section 907.29. Severability. If any provision of this section or amendment thereto, or the application 26 thereof to any person, entity or circumstance, is held invalid or unconstitutiona l by a court of competent 27 jurisdiction, the remainder of this section shall remain in full force and effect and the application thereof 28 to other persons, entities or circumst ances shall not be affected thereby. 29 30 SECTION 2. Effective Date.
