RHRA_ Housing Redesign Program Application (11-21-06) - Page 1 of 2 <br />REQUEST FOR HRA ACTION <br /> <br />Date: 11-21-06 <br />Item No: 8.a. <br />Staff Approval: Agenda Section: <br /> CB Action Item Item Description: Consideration of 2006 Housing Redesign Program Application for – 1184 <br />Eldridge Ave. (HF0053) <br />1.0 Requested Action <br /> <br />By motion, approve a Housing Redesign Program A pplication for design services in conjunction <br />with planned improvements at 1184 Eldridge Avenue in Roseville. <br /> <br />2.0 Background <br /> <br />2.1 The HRA Housing Redesign Program provide s assistance up to $6,000 for architect fess <br />to assist Roseville homeowner’s, who meet specific eligibility criteria, make home <br />renovations that affect the exterior appearance and street appeal of the home. <br /> <br />2.2 The program purpose is to provide an incentive for homeowners to invest in remodeling <br />their older style home in a way that the design will be adaptable for the next generation <br />with more functionality and creativity. <br /> <br />2.3 The specific goals of the program are: <br /> <br />1. Encourage homeowners to put professional design, value, and utility back into <br />the City’s older housing stock (pre 1980) and to discourage additions that do not <br />blend and add aesthetic appeal to the existing structure . <br /> <br />2. Assist families (defined as household of three or more with one minor child under the <br />age of 16) who would like to remain in Roseville and create an adaptable home for their <br />family and a more marketable home for the next owner. <br /> <br />3. Adding new front entries to create more st reet appeal and encourage more neighbor to <br />neighbor interaction. <br /> <br />3.0 Application Review <br /> <br />3.1 The owner of 1184 Eldridge Avenue submitted an application for the program in October <br />for review. As part of the program review process an eligibility criteria checklist was <br />prepared as attached. On November 2, 2006, the Roseville Development Review <br />Committee reviewed the application and eligibility criteria checklist and concluded that <br />the project prequalified for reimbursement of ½ of the design fees up to $6,000. <br />However, since an architect has not been hired and plans were not available for
