Keel Item: A-6 <br />Organizational Items <br />Item Description: Engineering services solicitation <br />The 1995 approved budget for GLWMO is $135,600. Of this total, approximately $62,000 (45% <br />of the total budget) will be spent for engineering consultant services. 'Depending on the year and <br />type and number of projects, this amount may vary. However, it has always been a substantial <br />portion of GLWMO costs. <br />GLWMO was first formed in 1984; Between 1984 and 1989, consulting services were provided <br />by Donahue/CED Engineering and .Barr Engineering. Since 1989, consulting cervices have been. <br />providedprimarily by SEH. As public opinion continues to focus on efficient and open <br />government, organizations. are more aware of the need to review contractual-services to ensure <br />that the public is being provided with the most cost effective product. In an effort to verify and <br />ensure that GLWMO continues to receive the best consulting services available, it is suggested <br />that proposals for services be solicited from .qualified Twin Cities firms.: If directed by the board, <br />staff will prepare a request for proposals that will focus on the following criteria: <br />~~~ <br />- Firm personnel .and experience r~ , <br />- Experience similar to GLWMO <br />- Experience in providing public education <br />- Water quality expertise 2> <br />- Water quality modeling expertise -'-'-"' 3~ <br />- List of references ~~,, <br />- :Proposed fee schedule ~> <br />Following receipt of proposals, Mark Maloney and Karl Keel will send copies of the proposals to <br />board members for their input and comments. Following a thorough review, a recommendation <br />.will be brought to the board for consideration. It is anticipated that this process can be completed. <br />prior to the Apri127, .1995, meeting. <br />RECOMMENDED BOARD ACTION: <br />Adoption of a motion directing staff to solicit proposals for consulting engineering services <br />
