January 16, 1997
To: Grass Lake Water Management Organization Board
From: Karl P. Keel, Roseville Director of Public Works ~~J`
Re: STAFF REPORTS ON PENDING MATTERS
-^.~,
i c~
( 1~ -
\~ ~
~\ / .;
~ J
~, ~ ~ ,
,=i .°
f ~-_
~` \\ ~
~~,~
,,~~ ~ ,
~.
~,
Over the past year, I reported on a number of ongoing deveopment projects in the watershed.
All of these projects continue to be developed as originally ,Manned. With the exception of the
following item, no updates are provided in this report.
a. Lake Owasso Task Force
The Roseville City Council has appointed a task force to review lake-use regulations on
Lake Owasso. This task force was formed to help the Council resolve differences in no-
wake zones in Roseville and Shoreview. Currently, Roseville's ordinance requires a 300-
foot no-wake zone while Shoreview's ordinance requires a 150-foot no-wake zone.
Discussion of this issue has raised a number of concerns including active/passive uses of the
lake, environmentaUwater quality/turbidity concerns, water safety, water ski usage, and
noise.
The October GLWMO agenda included minutes from the task force through October 3,
1996. Task force minutes since that time are attached. Generally, the task force continues
to gather information from water quality experts, the Ramsey County Sheriff and other
agencies involved with lake regulations.
