Apri123, 1997
TO: Grass Lake Water Management Organization Board
FROM: Technical Staff - Mark Maloney, Shoreview (490-4651)
Karl Keel, Roseville (490-2220)
Marty Rye, S.E.H. (490-2162)
RE: GLWMO Public Education/Information Plan
The 1997 GLWMO budget includes an estimate of $20,000 for public education efforts. Staff
has drafted a work plan for public education for the next few years and requests direction from
the Board. If approved, it is likely that the implementation phase of such a plan could occur yet
this fall.
The draft work plan consists of five components that are essential for the success of efforts in the
area of public information/education. Those essential steps are:
1. Goal Setting
2. Research
3. Write the Public Education/Information Plan
4. Implementation
5. Evaluation
Goal Setting - It is important that we focus our efforts to attain definable outcomes. Staff has
reviewed recent WMO studies including the Lake Status Reports and Lake Management Plans to
define attainable goals. It is believed that the list of goals should be managed to be both
meaningful and measurable. Staff recommends consideration of the following suggested goals
of the upcoming public education/information effort:
To educate decision-makers of the impacts of governmental decisions on water
quality
To educate Lakeshore property owners about the benefits of aquascaping and
shoreland management
To educate riparian land owners of the impacts of chemical applications on water
quality
® Develop a broad public understanding of the relationship between human activity and
water quality
