~EC'D J~1t ~ 1997
July 17, 1997
To: Grass Lake Water Management Organization Board
From: Karl P. Keel, Roseville Director of Public Works
i
Re: STAFF REPORTS ON PENDING MATTERS-ROSEVILLE
The following is a summary of projects which. have an impact. on the Grass Lake Water
Management Organization watershed:
Owasso Hills Subdivision. This residential project has been ongoing for a number of years.
Homes continue to be constructed. The storm sewer system in this subdivision conveys
water to a low area which is below the level of Lake Owasso. Typically, the hydrology of
the area allows the starmwater to percolate into the ground. As a backup, a pump has been
installed to move excess water to an existing pond at the corner of South Owasso Boulevard
and Western Avenue. From here the water flows to Ladyslipper Park and. to Lake Owasso.
During recent intense rains, the automatically controlled pumping station ran. Closer review
indicates that the pumping station can be readjusted to retain more water within the Owasso
Hills Subdivision. It would have been possible to retain all the water from recent rains
without pumping. Adjustments will be made to the pumping station to fine tune its
operation.
2. Tschida Development. This small residential cul-de-sac is being constructed off of
Farrington near South Owasso Boulevard. The developer has done a poor job of
controlling erosion on this site. In response, the City has issued a number of ultimatums
and, on several occasions, completed erosion efforts on its own and billed the developer for
the work completed.
3. Rosetown Ride. This small townhome development located west of Dale Street and south
of County Road C is nearing completion.. Like the Tschida development, the developer has
done a poor job of controlling erosion on site. The City has demanded compliance and, on
numerous occasions, completed the necessary work and billed the developer.
4. Lakeridgg Nursing_Home. Lakeridge Nursing Home is located on Victoria Street at
Woodhill Drive immediately west of Lake Owasso. This successful, senior care facility has,
in recent years, experienced severe parking shortages. Currently, they propose to expand
their parking lot to the north to provide additional. parking. Plans include proper erosion
control as well as additional stormwater detention to handle runoff.
