But what makes <br />a leader? And how do you <br />teach a person to become one? <br />Those questions and others <br />were the .focus of the recent <br />two-ye,ar.leadership training <br />course offered by the Minne- <br />sota Association of Soil and <br />Water Conservation Districts <br />(MASWCD). Why would the <br />MASWCD encourage 28 . <br />course participants to sacrifice <br />time at work and home and <br />spend hours wrangling with <br />thorny issues that often had no <br />real possible resolution--all at <br />a cost of $1,600 per person? <br />"We looked. at it as an invest- <br />ment in the organization," said <br />LeAnn-Buck, assistant direc- <br />for for the MASWCD.
