BWSR Meeting l~Sinutes <br />August 26, 1998 <br />Page Four <br />Allan Oehlke thanked DNR for their assistance with the grant for seeding in southeastern <br />ivlinnesota. <br />Chair Roer called for a break in the meeting at 10:40 a.m. The meeting reconvened at 10:5 a.m. <br />Committee Recommendations <br />Bear Valley Watershed District Management Plan -Allan Oehlke reported that the southern <br />subcommittee met to review the Bear Valley Watershed District Management Plan, the <br />~ committee recommends approval. IVioved by Allan Oehlke, seconded by Marv Tripp, to approve <br />98- 5b the Bear Valley Watershed District Management Plan. Motion passed on a voice vote. <br />Freeborn County Comprehensive Local Water Plan Update -Glenn Annexstad reported that the <br />southern subcommittee met to review the Freeborn County Comprehensive Local. Water Plan <br />~ update, the committee recommends approval. Moved by Glenn Annexstad, seconded by Marv <br />98-57 Tripp, to approve the Freeborn County Comprehensive Local Water Plan Update. Motion passed <br />on a voice vote. <br />Lower Rum River Water Management Organization Watershed Management Plan -Barb Cobb <br />~* reported that the metro subcommittee reviewed the plan and recommends approval. Moved by <br />98-58 Barb Cobb, seconded by Dwain Otte, to approve the Lower Rum River Water Management <br />Organization Watershed iVianagement Plan.. Motion passed on a voice vote. <br />Old Business <br />Wetland Road Replacement Funding Allocation Recommendation -John Jaschke distributed the <br />1998 appropriation for the public road wetland impact replacement. Darrell Bruggman <br />~ commended John for his work on this issue. Moved by Darrell Bruggman, seconded by Kelli <br />98-59 Johnson, to approve the appropriation, to proceed with funding the metro projects presented, and <br />to establish a mechanism to provide credits to the non-metro projects. Discussion followed. Rod <br />Sando stated that it's important to provide information regarding private land vs. public land <br />payments. Ron Harnack asked that the wetland committee address the issue of private vs public <br />at their next meeting. Motion passed on a voice vote. <br />GP/LOP-98 Proposal Update from the Army Corps of Engineers (USACOE) -John Jaschke <br />distributed information on this federal proposal that would simplify project sponsors, eliminate <br />duplicative review for agencies, and equal or greater environmental protection.. John explained <br />that this is the only issue that hasn't been agreed upon regarding the level of impact. tivhich would <br />require mitigation. At the present time the USACOE is proposing a requirement to mitigate all <br />impacts greater than 400 square feet. Some agencies support this level while others support a <br />level that is consistent with the state WCA "de minimis" exemption amounts. Discussion <br />followed. Statewide comments are significant. John will develop a draft letter to USACOE for <br />their decision. <br />
