Chair Roer called for a break in the meeting at 10:40 a.m. The meeting reconvened at 10:5 a.m. Committee Recommendations Bear Valley Watershed District Management Plan -Allan Oehlke reported that the southern subcommittee met to review the Bear Valley Watershed District Management Plan, the ~ committee recommends approval. IVioved by Allan Oehlke, seconded by Marv Tripp, to approve 98- 5b the Bear Valley Watershed District Management Plan. Motion passed on a voice vote. Freeborn County Comprehensive Local Water Plan Update -Glenn Annexstad reported that the southern subcommittee met to review the Freeborn County Comprehensive Local. Water Plan ~ update, the committee recommends approval. Moved by Glenn Annexstad, seconded by Marv 98-57 Tripp, to approve the Freeborn County Comprehensive Local Water Plan Update. Motion passed on a voice vote. Lower Rum River Water Management Organization Watershed Management Plan -Barb Cobb ~* reported that the metro subcommittee reviewed the plan and recommends approval. Moved by 98-58 Barb Cobb, seconded by Dwain Otte, to approve the Lower Rum River Water Management Organization Watershed iVianagement Plan.. Motion passed on a voice vote. Old Business Wetland Road Replacement Funding Allocation Recommendation -John Jaschke distributed the 1998 appropriation for the public road wetland impact replacement. Darrell Bruggman ~ commended John for his work on this issue. Moved by Darrell Bruggman, seconded by Kelli 98-59 Johnson, to approve the appropriation, to proceed with funding the metro projects presented, and to establish a mechanism to provide credits to the non-metro projects. Discussion followed. Rod Sando stated that it's important to provide information regarding private land vs. public land payments. Ron Harnack asked that the wetland committee address the issue of private vs public at their next meeting. Motion passed on a voice vote. GP/LOP-98 Proposal Update from the Army Corps of Engineers (USACOE) -John Jaschke distributed information on this federal proposal that would simplify project sponsors, eliminate duplicative review for agencies, and equal or greater environmental protection.. John explained that this is the only issue that hasn't been agreed upon regarding the level of impact. tivhich would require mitigation. At the present time the USACOE is proposing a requirement to mitigate all impacts greater than 400 square feet. Some agencies support this level while others support a level that is consistent with the state WCA "de minimis" exemption amounts. Discussion followed. Statewide comments are significant. John will develop a draft letter to USACOE for their decision.
